Solidarités International (SI) is an international humanitarian aid association that has been operational for over 40 years. The organization focuses on providing assistance to populations affected by armed conflicts and natural disasters, addressing their basic needs for food, water, and shelter. Job Overview:
The primary objective of this position is to support the Senior Management Team (SMT) in defining the Human Resources (HR) strategy for the missions in Lebanon and Yemen. The role involves overseeing all aspects of HR administrative management, ensuring compliance with SI's internal standards and local labor laws, and reinforcing good practices in staff management. The position faces significant challenges, particularly in Lebanon, where there is a downsizing of the mission and complexities related to local labor laws and staff motivation due to budget cuts. In Yemen, the focus will be on scaling up operations and developing an HR strategy that supports nationalization of roles and capacity building. The first few months will require close collaboration with the mission's lawyer and finance team to navigate these challenges effectively.

Duties and Responsibilities:
  • Support the SMT in defining and implementing the HR strategy for the missions in Lebanon and Yemen.
  • Oversee HR administrative management, ensuring compliance with SI's internal regulations and local labor laws.
  • Manage the downsizing process in Lebanon, including the development of a new organizational setup and handling social security" style="border-bottom: 1px dotted #007bff !important;">security regulations.
  • Collaborate with the mission's lawyer to revise key HR documents.
  • Develop an HR strategy for Yemen, focusing on staff capacity and financial viability.
  • Monitor the mission's structure and adjust HR planning according to major priorities.
  • Ensure good practices in staff management are maintained and reinforced.
  • Provide training and capacity support to national staff.
  • Maintain communication with staff to build trust and address concerns related to organizational changes.

Required Qualifications:
  • A Bachelor's degree in a relevant field.
  • 3-4 years of experience in the humanitarian sector.
  • 3-4 years of experience in similar HR positions.
  • Knowledge of key HR management tools.
  • Proficiency in Excel.
  • Outstanding soft skills and communication abilities.
  • Proven track record of building staff trust in previous assignments.

Educational Background:
A Bachelor's degree in a relevant field is required for this position. This educational background should provide a solid foundation in human resources management, organizational behavior, or a related discipline that supports the functions of the role.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with a focus on human resources management. Experience in similar positions is also required, demonstrating the ability to navigate complex HR challenges in a humanitarian context.

Languages:
Fluency in English is mandatory for this position. Knowledge of Arabic is considered a strong asset, enhancing communication and understanding within the local context.

  • The role is based in both Beirut and Aden, with specific security constraints in each location. The salary starts from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with accommodation costs and travel expenses. Expatriates will benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. The organization implements a system of work and time off, allowing for breaks every three months, along with additional rest days for each month worked.
