Job Overview:
The Energy Specialist position at the World Bank involves working within the MENAAP Energy Unit, primarily focusing on Lebanon's energy sector. The role is crucial for supporting the development and implementation of energy programs that aim to modernize the electricity network and promote utility-scale solar PV plants. The Energy Specialist will also engage in analytical and advisory services that address institutional governance, market reforms, and financial sustainability within the electricity sector. This position requires collaboration with various stakeholders, including government counterparts and development partners, to ensure effective program delivery and alignment with regional energy strategies.

Duties and Responsibilities:
The Energy Specialist will have a diverse set of responsibilities, including: collaborating with the World Bank Lebanon energy team to develop and implement energy programs; conducting research and providing inputs for operational products and analytical reports related to Lebanon's energy sector; offering technical support to energy teams working on projects in other Mashreq countries such as Syria, Iraq, and Jordan; coordinating with development partners and liaising with government and private sector stakeholders; and participating in cross-sectoral teams to prepare multi-sectoral engagement products. The role requires a proactive approach to managing multiple activities and navigating complex environments effectively.

Required Qualifications:
Candidates must possess a Master's degree in engineering, energy planning/economics, business administration, finance, or related fields relevant to energy sector development. Additionally, at least five years of relevant experience in the energy sector is required, demonstrating the ability to engage with clients and stakeholders on various energy-related issues. Experience in renewable energy, energy policy, utility reforms, and electricity transmission and distribution is essential. Familiarity with World Bank Group operational policies and previous experience with international financial institutions would be advantageous. Strong interpersonal skills and the ability to build partnerships in a multicultural environment are also necessary.

Educational Background:
A Master's degree in a relevant field such as engineering, energy planning/economics, business administration, or finance is required for this position. This educational background is crucial for understanding the complexities of energy sector development and for effectively contributing to the World Bank's initiatives in this area.

Experience:
The position requires a minimum of five years of relevant experience in the energy sector. Candidates should have a proven track record of engaging with clients and stakeholders on energy issues, as well as experience in energy sector development, including renewable energy technologies, energy policy, and utility reforms. Previous experience with the World Bank Group or other international financial institutions is a plus, as is experience working with government ministries or electricity utilities.

Languages:
Proficiency in English is mandatory, while knowledge of Arabic is preferred. The ability to communicate complex energy issues in simple terms and engage in evidence-based dialogue with clients is essential for this role.
