Job Overview:
The consultant will play a crucial role in the ESCWA-UNRSF project aimed at enhancing road safety in the Arab region. This position involves providing technical support to strengthen the capacity of member states in collecting, processing, and analyzing road crash data. The consultant will be responsible for developing comprehensive guidelines that outline the project's scope, objectives, and key outputs. Additionally, the consultant will prepare a final technical report and contribute to the organization of a regional workshop. The role requires collaboration with various stakeholders to ensure effective implementation of the project and to facilitate knowledge exchange among pilot countries, which include Tunisia, Lebanon, and Qatar.

Duties and Responsibilities:
The consultant on road safety will undertake several key responsibilities, including:
  • Preparing holistic guidelines that will be disseminated to countries in the Arab region, ensuring they are comprehensive and user-friendly.
  • Contributing to the delivery of capacity-building initiatives and regional workshops aimed at enhancing the skills and knowledge of stakeholders involved in road safety.
  • Preparing a final technical report that summarizes the project's findings, methodologies, and recommendations for future actions.
  • Supporting ESCWA staff with various tasks related to project implementation, ensuring that all activities align with the project's objectives and timelines.
  • Engaging with member states to facilitate the exchange of experiences and lessons learned, particularly focusing on the three pilot countries.

Required Qualifications:
Candidates must possess a master's degree in management of road safety, engineering, technology, or a related field. It is essential that all applicants submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, a minimum of three years of professional experience in the field of road safety is required. Candidates should demonstrate knowledge of road safety data management tools and applications, as well as familiarity with the Safe System approach and international road safety standards. Proven experience in drafting technical reports or guidelines is also necessary, and previous experience working in or with countries in the Arab region is highly desirable.

Educational Background:
The educational background required for this position includes a master's degree in a relevant field such as management of road safety, engineering, or technology. This advanced degree is crucial for understanding the complexities of road safety issues and for developing effective strategies and guidelines to address them. Candidates must provide documentation of their educational qualifications as part of the application process.

Experience:
The position requires a minimum of three years of professional experience specifically in the field of road safety. This experience should include working with road safety data management tools and applications, as well as familiarity with international road safety standards. Candidates should have a proven track record of drafting technical reports or guidelines, showcasing their ability to communicate complex information clearly and effectively. Experience working in or with countries in the Arab region is considered an asset, as it demonstrates an understanding of the regional context and challenges.

Languages:
Fluency in both oral and written English and Arabic is mandatory for this position, as these are the primary working languages of the ESCWA. Candidates must demonstrate their proficiency in these languages, as effective communication is essential for the role. Knowledge of French is desirable but not required, providing an additional advantage for candidates who possess it. Fluency is defined as being rated 'fluent' in all four areas: speaking, reading, writing, and understanding, while knowledge is defined as being rated 'confident' in at least two of these areas.
