Established to assist developing countries and emerging economies in their transition towards low-carbon development pathways, UNEP-CCC plays a crucial role in integrating climate resilience into national development strategies. The organization has been active since 2009 and operates globally, providing support to approximately 100 countries in identifying and evaluating pathways for deploying climate technologies. UNEP-CCC is committed to implementing the Climate Change Strategy and the Energy Programme of the United Nations Environment Programme, focusing on effective action against climate change through technology needs assessments (TNAs).
Job Overview: The contractor will support and facilitate the Technology Needs Assessment (TNA) process, focusing on climate change mitigation activities in the industrial (energy and industrial processes) and transport sectors under the direct supervision of the EBT coordinator. The contractor will provide technical services for assessing technology needs for climate change mitigation activities in Tunisia, delivering several key outputs including a portfolio of technologies for selected priority sectors, a TNA report detailing priority technologies for mitigation, an analysis of barriers and enabling frameworks, and a technology action plan (PAT) with project ideas for implementation. The role involves close collaboration with national EBT teams, stakeholders, and the UNEP Climate Centre, ensuring that the assessments align with national development goals and contribute to the implementation of the Paris Agreement and Sustainable Development Goals (SDGs).
Duties and Responsibilities: The contractor will be responsible for organizing stakeholder meetings and consultative workshops to validate the TNA, ABCP, and PAT. They will identify and prioritize technologies for the industrial and transport sectors through participatory processes involving stakeholders. This includes identifying relevant institutions for data collection, analyzing and synthesizing information to prepare technology fact sheets, and leading discussions on how to implement priority technologies in the country. The contractor will prepare and finalize the EBT, ABCP, and PAT reports, incorporating stakeholder contributions and ensuring that all documents meet the required standards. They will also provide additional contributions related to the TNA process as needed, utilizing best practices and methodologies from the UNEP Climate Centre and other approved sources.
Required Qualifications: The contractor must possess at least a university degree in environmental management or related fields. They should have expertise in the industrial (energy and industrial processes) and transport sectors, with a minimum of 5 years of professional experience in these areas or related fields. This experience should demonstrate a strong understanding of climate issues, particularly related to greenhouse gas mitigation. Additionally, the contractor should have at least 5 years of practical experience in relevant areas such as research analysis and project management, with experience in an international agency or organization being desirable.
Educational Background: A university degree in environmental management or a related field is required for this position. The educational background should provide a solid foundation in climate science, environmental policy, and sustainable development practices, equipping the contractor with the necessary knowledge to effectively contribute to the TNA process and related activities.
Experience: The position requires a minimum of 5 years of professional experience in the industrial (energy and industrial processes) and transport sectors, or in related fields. This experience should include a strong focus on climate change mitigation, demonstrating the contractor's ability to navigate the complexities of implementing climate technologies and policies. Experience in project management and research analysis is also essential, with a preference for candidates who have worked within international organizations or agencies.
Languages: Fluency in written and spoken French is mandatory for this position, as the primary working language will be French. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and access to additional resources and documentation.
Additional Notes: The position is part-time and remote, with expected deliverables including a portfolio of technologies, various reports, and policy notes.
