Job Posting Organization: The United Nations Environment Programme (UNEP) Climate Centre in Copenhagen is a leading international advisory institution focused on energy, climate, and sustainable development. Established to assist developing countries and emerging economies in their transition towards low-carbon development pathways, UNEP-CCC plays a crucial role in integrating climate resilience into national development strategies. The organization has been actively involved in implementing the Climate Change Strategy and the Energy Programme of the United Nations Environment Programme. Since 2009, UNEP and the UNEP Climate Centre have led the global Technology Needs Assessment (TNA) project, funded by the Global Environment Facility (GEF), which has enabled around 100 countries to identify and evaluate pathways for deploying climate technologies. This initiative supports countries in their efforts to mitigate greenhouse gas emissions and adapt to the adverse impacts of climate change, thereby contributing to the achievement of the Sustainable Development Goals (SDGs) and other national objectives.
Job Overview: The consultant will support and facilitate the Technology Needs Assessment (TNA) process, focusing on climate change adaptation activities in the water and agriculture sectors under the direct supervision of the EBT coordinator. The contractor will provide technical services for assessing technological needs for climate change adaptation in Tunisia, delivering key outputs such as a portfolio of technologies for the sector, a technology needs assessment report detailing priority technologies for adaptation, an analysis of barriers and enabling framework report, and a technology action plan report that includes project ideas for implementation. The consultant will also be responsible for organizing stakeholder meetings and workshops, identifying and prioritizing technologies through participatory processes, and preparing and finalizing reports with stakeholder contributions. The role requires close collaboration with national project coordinators and stakeholders to ensure effective implementation of the TNA process and to address the challenges associated with technology deployment.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Organizing stakeholder consultations and workshops to validate the technology needs assessment, barriers analysis, and technology action plan.
Identifying and prioritizing technologies for the water and agriculture sectors through participatory processes involving relevant stakeholders. This includes identifying institutions for data collection and support, as well as synthesizing information to prepare technology fact sheets.
Leading the analysis of how priority technologies can be implemented in the country and improving implementation conditions by addressing barriers and developing an enabling framework.
Preparing and finalizing the EBT, ABCP, and PAT reports, incorporating stakeholder contributions and ensuring clarity and coherence in the documentation.
Providing additional contributions related to the technology needs assessment process as requested by the EBT coordinator and other relevant parties. The consultant is expected to utilize best practices, guidelines, methodologies, and technical advice from the UNEP Climate Centre and other approved sources.
Required Qualifications: The contractor must possess at least a university degree in environmental management or related fields. Expertise in the water and agriculture sectors is essential. The consultant should have a minimum of 5 years of professional experience in relevant fields, including research analysis and project management. Experience within an agency or international organization is desirable. Strong analytical skills and the ability to work collaboratively with diverse stakeholders are crucial for success in this role.
Educational Background: A university degree in environmental management or a related field is required. This educational background should provide the necessary knowledge and skills to effectively assess technological needs and facilitate stakeholder engagement in the context of climate change adaptation.
Experience: The position requires at least 5 years of practical experience in relevant fields, particularly in water and agriculture sectors. This experience should include hands-on involvement in research analysis, project management, and stakeholder engagement. Familiarity with international climate change frameworks and policies is an advantage, as is experience working with governmental and non-governmental organizations.
Languages: Proficiency in written and spoken French is mandatory for this position. Knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and access to relevant resources.
