Job Overview:
The Senior Technical Officer- PMTCT and Pediatric HIV will play a crucial role in the EpiC Haiti project, which aims to achieve HIV epidemic control among at-risk populations. This position involves supporting the effective delivery of pediatric HIV services and Prevention of Mother-to-Child Transmission (PMTCT) services across various program implementation sites. The officer will work closely with implementing partners and health facilities, providing ongoing technical support and quality assurance to enhance program outcomes. The role requires collaboration with various stakeholders, including clinical advisors and community staff, to ensure the application of best practices and alignment with project strategies. The officer will also drive quality improvement initiatives and facilitate coordination between clinical, community, and laboratory functions, ensuring that all activities are closely aligned with the National AIDS Control Program and other relevant health authorities.

Duties and Responsibilities:
The Senior Technical Officer will be responsible for a wide range of duties, including: designing, implementing, and monitoring clinical and lab services related to HIV treatment and prevention; collaborating with health facilities and community organizations to ensure quality services for PLHIV and HIV-exposed infants; supporting Multi-Month Dispensing (MMD) and Same-Day ART (SDART) initiatives; ensuring high-quality standard operating procedures for clinical care; assisting in the implementation and monitoring of project diagnostic components; contributing technical expertise in diagnostics and quality management systems; ensuring the availability of essential commodities at service provision facilities; participating in the development and facilitation of clinical and laboratory training; preparing timely and accurate technical reports; reviewing key performance indicators; and assisting in developing lessons learned from clinical and laboratory services management.

Required Qualifications:
Candidates must possess a Master’s degree in public health, medical laboratory sciences, or a related field, or its international equivalent. A Medical Doctor with specialization in family medicine, infectious diseases, internal medicine, or pediatrics is preferred. Additionally, candidates should have at least 6 years of relevant experience in technical and program management in HIV-care settings, including a minimum of 3 years’ experience in PMTCT and pediatric HIV services. Familiarity with health and development programs in Haiti, knowledge of national health information management systems, and experience in programs serving people living with HIV are highly desirable. Candidates should also demonstrate strong analytical and communication skills, proficiency in Microsoft Office applications, and the ability to travel as needed.

Educational Background:
The educational background required for this position includes a Master’s degree in public health, medical laboratory sciences, or a related field. A Medical Doctor with specialization in family medicine, infectious diseases, internal medicine, or pediatrics is preferred, indicating a strong foundation in health-related disciplines that are critical for the role.

Experience:
The position requires a minimum of 6 years of relevant experience in technical and program management within HIV-care settings. This includes at least 3 years of direct experience in PMTCT and pediatric HIV services, as well as some experience in pediatric HIV laboratory management. Candidates should have a proven track record of working with programs that serve people living with HIV, particularly focusing on pediatric populations and pregnant/breastfeeding women.

Languages:
Fluency in French and Haitian Creole is required for this position, as these languages are essential for effective communication within the local context. Advanced English is preferred, which would enhance the candidate's ability to engage with international stakeholders and contribute to technical documentation and reporting.
