Job Overview: The role of Oficial Técnico ICLA is crucial in contributing specific technical competencies to the execution of activities related to the ICLA (Information, Counseling, and Legal Assistance) competence in the Bogotá office. Duties and Responsibilities: The Oficial Técnico ICLA will be responsible for ensuring compliance with the Annual Operational Plan for assigned activities, reporting on the implementation status of the Work Plan according to NRC's established routines. The role includes ensuring adherence to monitoring and evaluation routines for assigned projects and activities, participating in the signing and monitoring of Memoranda of Understanding, and contributing to the design and writing of country strategy proposals and reports for donors. The position also involves facilitating case follow-ups related to access to rights, particularly concerning housing, land, and property issues for displaced communities. The Oficial Técnico ICLA will review case reports for strategic litigation selection, coordinate planning meetings, and provide training on rights protection themes. Additionally, the role requires contributing to legal analysis of contexts and cases related to internally displaced populations in Colombia, preparing periodic reports that include context analysis, progress, and challenges, and developing legal-technical materials. The Oficial Técnico ICLA will maintain contact with local authorities and key stakeholders, assist in recruitment and induction processes, and support the development of thematic publications and informational materials.
Required Qualifications: Candidates must have a minimum of three years of relevant work experience in humanitarian aid contexts, particularly concerning victims of conflict and migration flows. They should possess documented results related to the responsibilities of the position and demonstrate fluency in both written and spoken English. Specific competencies include a university degree in Law or related fields, solid knowledge in project execution, monitoring, and evaluation, and familiarity with international and national regulations related to international protection, refugee status, and humanitarian law. Experience working with vulnerable populations, particularly victims of armed conflict and those in need of international protection, is essential. Previous experience with international NGOs or the United Nations system at the community level is highly valued, as is demonstrable experience in strategic litigation activities.
