Job Overview: The National Professional Officer position at the WHO Country Office for Bangladesh is crucial for ensuring the efficient and proper functioning of the office through enhanced compliance and risk management efforts. The incumbent will work closely with various functional units and departments at both headquarters and regional levels, under the supervision of the head of the WHO office and the Operations Specialist. This role involves supporting the delivery of high-quality, risk- and compliance-based assessments, ensuring that the office adheres to WHO rules and regulations, and optimizing resource use in line with global compliance programs. The officer will also be responsible for presenting analyses and reports to senior management, integrating risk management into decision-making processes, and fostering a culture of risk awareness and accountability within the office. The position requires a proactive approach to identifying compliance constraints and facilitating organizational support as needed, as well as contributing to the development of corporate knowledge products related to compliance and risk management.
Duties and Responsibilities: The duties and responsibilities of the National Professional Officer include:
Coordinating with functional units and departments at WHO headquarters and regional levels to ensure compliance and risk management efforts are aligned with organizational goals.
Conducting systematic assessments of risks and compliance issues within the country office and presenting findings to senior management.
Supporting the integration of risk management into the office's decision-making, design" style="border-bottom: 1px dotted #007bff !important;">program design, planning, monitoring, evaluation, and reporting activities.
Identifying and addressing constraints to transactional compliance, facilitating necessary organizational support.
Assisting in the implementation of internal and external audit recommendations and following up on open findings.
Promoting a culture of risk awareness and accountability through education and training initiatives.
Contributing to the development of corporate knowledge products on compliance and risk management.
Required Qualifications: The required qualifications for the National Professional Officer position include:
A university degree (Bachelor's) in a relevant field such as Social Science, Business or Public Administration, Law, Finance, Economics, Risk Management, or Accounting.
A Master's degree in Business Management (MBA) with a major in Finance is desirable, along with certification in risk management.
Essential skills include the implementation and monitoring of accountability frameworks, statistical analysis, and risk management tools.
Strong verbal and written communication skills, interpersonal skills, and a collaborative work style are necessary for success in this role.
Educational Background: Candidates must possess a university degree (Bachelor's) in a relevant field. A Master's degree in Business Management (MBA) with a focus on Finance is desirable, as is certification in risk management. Educational qualifications must be obtained from accredited institutions recognized in the World Higher Education Database (WHED).
Experience: The position requires a minimum of two (2) years of relevant work experience in general management, oversight, or implementing internal control frameworks in complex public and private-sector organizations. Experience in the United Nations system or private sector related to risk management and internal control frameworks is considered a significant advantage.
Languages: Essential language skills include expert knowledge of English and Bangla. Proficiency in additional languages is desirable but not mandatory.
Additional Notes: This is a National Professional Officer position, and only applications from nationals of Bangladesh will be accepted. The role offers an annual base salary starting at BDT 5,252,523, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
