Job Overview:
The Senior Finance Assistant plays a crucial role in the financial operations of the UNHCR Multi-Country Office (MCO) in Panama. This position is typically supervised by a more senior finance colleague who sets work objectives and provides guidance. The incumbent is responsible for processing financial transactions, maintaining financial records, and ensuring compliance with UNHCR policies and regulations. The role requires frequent interaction with staff at various levels and local bank officials to facilitate financial operations. The Senior Finance Assistant must demonstrate accountability and professionalism in their duties, adhering to the core values of integrity, respect for diversity, and commitment to excellence. Duties and Responsibilities:
The Senior Finance Assistant will be responsible for a variety of financial tasks, including but not limited to: maintaining accurate financial records for assigned project or office accounts; recording receipts and payments while ensuring the accuracy of computations and completeness of documentation; preparing recurring financial reports and special reports as needed; calculating cost estimates and assisting in budget preparation; maintaining correspondence with local banks regarding office bank accounts; briefing and assisting new staff on financial procedures; initiating correspondence to verify data and answer queries; supporting risk management and decision-making processes; and performing other related duties as required. The incumbent will also be expected to contribute to the identification and management of risks, ensuring that financial operations align with organizational objectives.

Required Qualifications:
Candidates must possess a minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include proficiency in financial management systems such as SAP, Oracle, PeopleSoft, or Workday, as well as strong computer literacy and proficiency in Microsoft Office productivity software. The ideal candidate should demonstrate strong organizational skills, attention to detail, and the ability to work under pressure. Additionally, candidates should exhibit excellent communication and interpersonal skills, with a proactive approach to problem-solving and teamwork.

Educational Background:
A High School Diploma is required, with a Bachelor’s degree in Finance, Accounting, Business Administration, or a related field being highly desirable. Relevant certifications in accounting or finance are also advantageous. Candidates should have a solid understanding of financial principles and practices, as well as familiarity with UNHCR policies and procedures.

Experience:
The position requires at least 2 years of relevant experience in finance and budgeting. Experience in procurement and travel coordination is preferred, as the selected candidate may need to serve as a backup for the Senior Admin Associate. Candidates should have demonstrated proficiency in financial reporting and management systems, as well as a track record of effectively managing financial operations in a complex environment.

Languages:
Fluency in English and Spanish is mandatory for this position, as these are the primary working languages of the duty station. Knowledge of French and/or Dutch is considered a desirable asset, enhancing the candidate's ability to communicate in a multilingual environment. Candidates should possess at least a B2 level proficiency in the required languages, ensuring effective communication and collaboration within the team and with external stakeholders.

This position is offered under a fixed-term contract for an initial period of 1 year. Candidates must be nationals of Panama or non-Panamanian residents with a valid work and residency permit.
