Job Posting Organization: The Triangular Partnership Programme (TPP) is a peacekeeping capacity-building initiative established under the Support Partnerships Service (SPS) of the Division for Special Activities (DSA), Department of Operational Support (DOS). Launched in 2015 following the 2014 Leaders’ Summit on UN Peacekeeping, the TPP initially focused on engineering training in East Africa but has since expanded to encompass a comprehensive program with four distinct projects. These projects include three training initiatives centered on engineering, medical, and C4ISR, as well as one operational support project dedicated to telemedicine. Over the past decade, the TPP has broadened its scope to address the increasingly complex challenges faced by UN Peacekeeping and African Union (AU) Peace Support Operations (PSOs), ensuring that the program can effectively close critical capability gaps. A significant expansion of the TPP is aimed at strengthening environmental management capabilities in collaboration with the Environment Section under the Office of Under-Secretary-General for Operational Support. In 2021, the TPP piloted basic training in environmental management remotely, and subsequently launched an e-learning course on July 14, 2025, with the support of the Capacity Development and Operational Training Service (CDOTS). Building on these foundational efforts, the TPP, in partnership with the Environment Section, is implementing a capacity-building initiative to assist troop- and police-contributing countries (T/PCCs) in transitioning to renewable energy systems within peacekeeping operations. This initiative aligns with the "Way Forward: Environment Strategy for Peace Operations 2030" and is supported by extra-budgetary contributions from the Government of the Federal Republic of Germany. The DOS is committed to enhancing the environmental sustainability of peacekeeping operations, with a key priority being the transition from diesel-based power generation to renewable energy systems, particularly in T/PCCs, which currently account for approximately 38% of the electricity utilized in missions. Despite advancements in integrating renewable energy into mission infrastructure, T/PCCs have encountered significant challenges in adopting and managing renewable energy systems, including gaps in technical knowledge, limited experience in project planning and implementation, and a lack of training infrastructure. To address these challenges, the DOS, with support from the Government of Germany, is launching a specialized training initiative under its flagship TPP program, the "Environmental Management (EM) Course – COE Renewable Energy Project Planners and Managers – Training of Trainers (TOT)." This initiative aims to build the capacity of T/PCC personnel to independently plan, deploy, operate, and maintain renewable energy systems in field missions. The Renewable Energy Training Consultant will play a central role in designing and delivering this training, developing course materials, and training future trainers, while also supporting the broader strategic objective of mainstreaming environmental management practices in peacekeeping operations, contributing to reduced environmental footprint, strengthened operational resilience, and improved safety and sustainability in the field.
Job Overview: The Renewable Energy Training Consultant will be tasked with supporting the Department of Operational Support (DOS) in the development and delivery of a specialized training initiative aimed at enhancing the renewable energy capabilities of troop- and police-contributing countries (T/PCCs) involved in peacekeeping operations. Under the direct supervision of the Triangular Partnership Programme (TPP) and in collaboration with the Environment Section and relevant stakeholders, the consultant will be responsible for designing, developing, and leading the delivery of the "EM Course – COE Renewable Energy Project Planners and Managers – Training of Trainers (TOT)." This course is intended to equip T/PCC personnel with the necessary knowledge and skills to effectively plan, deploy, operate, and maintain COE renewable energy systems in field mission environments, as well as to educate others in these practices. The consultant will be required to travel to various field locations for site assessments, stakeholder engagement, and training delivery, and will be expected to produce detailed reports and recommendations to inform future training cycles and strategic planning. The role will involve conducting consultations with T/PCCs and relevant UN entities, participating in field visits alongside DOS renewable energy experts to assess training needs, and aligning course content with operational realities. The consultant will also develop comprehensive training materials, including scenario-based modules and technical documentation, and deliver pilot training sessions while refining course content based on feedback and lessons learned. Additionally, the consultant will train selected trainees to become co-trainers, ensuring the sustainability and scalability of the training program, and contribute to the broader objectives of the Way Forward: Environment Strategy for Peace Operations 2030 by promoting environmental efficiency, operational resilience, and capacity-building in peacekeeping contexts.
Duties and Responsibilities: The Renewable Energy Training Consultant will be responsible for delivering a series of outputs aligned with the objectives of the "EM Course – COE Renewable Energy Project Planners and Managers – TOT." The key duties and responsibilities include:
Conducting a Training Needs Assessment Summary: This involves taking stock of existing training needs assessments conducted in the context of the Environment Strategy for Peace Operations, consulting with T/PCCs and relevant stakeholders to identify current and specific capacity gaps and training requirements, and producing a summary report outlining key findings and recommendations for course design.
Course Design and Materials Development: The consultant will develop a comprehensive training curriculum that includes modules on COE renewable energy project planning, system design and engineering, deployment, construction, and commissioning, operation and maintenance in field conditions, Training of Trainers (TOT) methodologies, and scenario-based exercises and training materials tailored to the peacekeeping context.
Pilot Training Delivery: The consultant will deliver the first pilot session of the EM-TOT course in collaboration with the Environment Section and TPP, facilitating interactive sessions, practical exercises, and assessments for 10–15 officer-level participants from T/PCCs (e.g., senior planning officers).
Course Evaluation and Refinement: The consultant will collect and analyze feedback from trainees and stakeholders, refining course content and delivery methods based on lessons learned.
Mentorship and Co-Trainer Development: The consultant will identify and mentor selected trainees to serve as co-trainers, supporting the development of a sustainable training model for future EM-TOT sessions.
Final Course Package: The consultant will submit a finalized course package that includes all training materials, facilitator guides, and evaluation tools, along with recommendations for the long-term integration of the course into T/PCC training institutions.
Reporting and Documentation: The consultant will prepare progress reports after each major milestone (e.g., training delivery, course review) and submit a final report summarizing activities, outcomes, challenges, and strategic recommendations for scaling the training program.
Required Qualifications: The position requires a university degree (Bachelor’s degree or equivalent) in Renewable Energy, Electrical Engineering, Environmental Engineering, or a related technical field. Additionally, certification in project management (e.g., PRINCE2, PMP) or technical training development is desirable. Candidates must possess a minimum of five (5) years of professional experience in the field of renewable energy, electrical engineering, or environmental engineering, with a strong focus on the design, implementation, and management of renewable energy systems. Demonstrated experience in developing and delivering technical training programs, preferably in a peacekeeping, humanitarian, development, or military operations context, is required. Furthermore, at least two (2) years of experience working with or supporting T/PCCs or similar stakeholders in the deployment of renewable energy systems in field environments is essential. Experience conducting technical assessments and feasibility studies for renewable energy projects in remote or austere environments is desirable. Familiarity with UN peacekeeping operations, Contingent-Owned Equipment (COE) frameworks, and environmental sustainability strategies is considered an asset. Candidates should also have experience working in multicultural and multidisciplinary teams, with strong stakeholder engagement and coordination skills being desirable.
