Job Overview:
The Consultant for the Democratic Governance and Gender Unit (DGGU) will play a vital role in supporting the development of knowledge tools, research, and capacity-building activities that focus on democratic governance, integrity, and inclusive political participation. The position involves facilitating events management, organization, and logistics, as well as conducting institutional assessments and preparing related publications. The consultant will contribute to the development and refinement of innovative tools and knowledge products, such as guides and manuals, that address key thematic areas like parliamentary integrity and political participation of underrepresented groups. The role requires designing and delivering conferences and capacity-building programs tailored to engage various stakeholders, including Members of Parliament and civil society organizations. The consultant will also be responsible for drafting and reviewing institutional publications, ensuring they meet OSCE standards, and supporting effective communication between ODIHR and national stakeholders.

Duties and Responsibilities:
The successful candidate will be tasked with a comprehensive set of responsibilities, including:

• Contributing to the development of innovative knowledge products across key thematic areas such as parliamentary integrity and political finance.
• Designing and coordinating conferences, study visits, and capacity-building programs in various formats.
• Conducting research and participating in expert meetings and workshops related to inclusive political participation and democratic governance.
• Drafting, reviewing, and formatting institutional publications, ensuring clarity and coherence.
• Supporting event management by preparing necessary materials and coordinating logistics.
• Facilitating communication between ODIHR, OSCE Institutions, and national stakeholders to ensure effective collaboration.

Required Qualifications:
Candidates must possess a second-level university degree in international relations, gender studies, political science, social sciences, law, or related fields, or equivalent working experience. They should have at least four years of progressively responsible experience in governance, rule of law, public integrity, and political participation. Demonstrated experience in research, capacity building, and organizational change is essential. Candidates should also have excellent knowledge of international standards relevant to public integrity and parliamentary ethics, as well as experience in inclusivity-related research and knowledge product development. Proficiency in Microsoft applications and online meeting platforms is required, along with excellent written and oral communication skills in English. Knowledge of Russian is considered an advantage.

Educational Background:
The position requires a second-level university degree in relevant fields such as international relations, gender studies, political science, social sciences, law, or equivalent experience in human rights-related areas. This educational background is crucial for understanding the complexities of democratic governance and the promotion of gender equality within political systems.

Experience:
Candidates should have a minimum of four years of progressively responsible experience at national and/or international levels related to governance, rule of law, public integrity, and political participation. This experience should include demonstrated involvement in research, capacity building, and organizational change design and implementation, particularly in contexts relevant to the OSCE's mandate.

Languages:
Fluency in English is mandatory, with excellent written and oral communication skills. Knowledge of Russian is advantageous and may enhance the candidate's ability to engage with a broader range of stakeholders within the OSCE region.
