Job Overview: The Procurement and Property Management Officer will play a crucial role in supporting the Headquarters Committee on Contracts and the Headquarters Property Survey Board. The incumbent will be responsible for writing minutes of meetings, attending discussions, and ensuring compliance with procurement regulations. This position requires a thorough understanding of public procurement processes and property management, as well as the ability to analyze and verify contract proposals. Duties and Responsibilities:
Write clear and objective minutes of HCC meetings, accurately reflecting discussions and decisions regarding procurement awards.
Attend HCC meetings, record discussions, and provide policy clarifications as needed.
Pre-screen and verify contract proposals for completeness and compliance with regulations.
Organize emergency meetings for urgent procurement needs and facilitate swift recommendations.
Assist in preparing presentations for training and discussions on procurement policies.
Represent the Chairman in discussions on amendments to the Procurement Manual.
Draft reports for intergovernmental bodies regarding procurement activities.
Communicate procurement award decisions to relevant offices.

Required Qualifications: Candidates must possess a strong understanding of public procurement and property management processes. Educational Background: An advanced university degree (Master's degree or equivalent) in public or business administration, law, finance, auditing, or a related discipline is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. Additional training in public procurement and auditing is desirable.
Experience: A minimum of seven years of progressively responsible experience in business administration, public administration, procurement, law, finance, or a related field is required. Candidates should have experience working with public procurement processes within a government or international organization, such as the United Nations. Experience in drafting complex reports and meeting minutes is essential, as is familiarity with property management processes. Knowledge of the United Nations' Financial Regulations and Rules is desirable, along with experience supporting compliance bodies within an international context.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Fluency in French is desirable, and knowledge of another official United Nations language is considered an advantage.
Additional Notes: This position is financed by the Support Account for Peacekeeping Operations and is initially for a period of one year, subject to budgetary approval and availability of funds.
