Job Overview:
The Senior Risk Management Specialist position is a critical role within the Credit Division of the Office of Risk Management at ADB. This position is designed for an experienced professional who will provide expert guidance on risk assessments and due diligence for various nonsovereign transactions, which include loans and guarantees for financial institutions. The specialist will be responsible for overseeing junior staff and will report directly to the Director of the Credit Division. The role involves not only assessing risks associated with transactions but also recommending risk mitigation strategies, structuring transactions, and approving credit-related requests. The specialist will also play a key role in developing ADB's policies on risk management and portfolio monitoring, ensuring that the organization maintains a robust framework for managing financial risks.

Duties and Responsibilities:
The duties and responsibilities of the Senior Risk Management Specialist include:
  • Conducting thorough risk assessments for proposed financing transactions, which encompass evaluating sponsor, commercial, industry, reputation, and structural risks.
  • Providing detailed credit opinions and recommendations to origination teams regarding risk mitigation measures, deal structuring, and financial covenants throughout the risk appraisal process.
  • Approving final credit ratings for transactions and ensuring that credit notes are prepared for all types of nonsovereign transactions.
  • Monitoring existing transactions by reviewing reports and determining the frequency of monitoring based on risk profiles, as well as recommending necessary waivers and amendments.
  • Initiating sector-specific reviews in response to adverse developments and coordinating with relevant teams to assess risks.
  • Training and mentoring junior staff to enhance team capacity and knowledge sharing.
  • Supporting ORM management with sector-related inquiries and undertaking ad hoc project responsibilities as needed.

Required Qualifications:
Candidates for the Senior Risk Management Specialist position must possess a Master's degree or equivalent in fields such as engineering, finance, economics, or accounting. Alternatively, a university degree combined with at least five years of specialized experience in a similar organization may be considered. Additionally, candidates should have a minimum of ten years of relevant experience in risk management, deal origination, or investment appraisal within international banks, rating agencies, or multilateral/bilateral development organizations. A strong background in credit risk investment and monitoring, particularly concerning complex debt and guarantees involving financial institutions, is essential. Familiarity with lending practices, financial modeling, and regulatory environments is also required, along with proficiency in English.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in a relevant field such as engineering, finance, economics, or accounting. Candidates with a university degree and significant specialized experience may also be considered. This educational foundation is crucial for understanding the complexities of risk management and financial transactions.

Experience:
The position requires at least ten years of relevant experience in risk management, deal origination, or investment appraisal, specifically within international banking or development organizations. Candidates should have substantial exposure to credit risk issues and experience in assessing and structuring complex financial transactions, particularly in the Asia-Pacific region.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. This is essential for effective communication within the organization and with external stakeholders. Additional Notes:
This is a fixed-term appointment for an initial period of three years, with the possibility of extension for up to two additional years, conversion to a regular appointment, or termination at the end of the contract. The decision regarding extension or conversion will depend on ADB's future needs and the performance of the staff member.
