Job Overview:
The Deputy Chief of Party (DCoP) – Program Management is a pivotal role within the EpiC project leadership team, primarily responsible for supporting the Chief of Party (COP) in the effective implementation of the project. This position is crucial for ensuring that the EpiC program in Papua New Guinea meets its objectives and delivers high-quality services. The DCoP will oversee programmatic activities, coordinate with various stakeholders including government agencies and civil society organizations, and ensure that the project aligns with national strategies for HIV services. In the absence of the COP, the DCoP will take on full leadership responsibilities, ensuring that operations continue smoothly. The role also involves providing technical assistance in areas such as supply chain management and social behavior change, thereby contributing to the overall success of the program.

Duties and Responsibilities:
The DCoP will be responsible for a wide range of duties including: providing strategic and operational support to the COP in planning and implementing project activities; leading the development and submission of annual work plans and progress reports; collaborating with finance and operations teams to monitor budgets and ensure compliance; overseeing the documentation and dissemination of project successes; representing the project in high-level meetings with stakeholders; facilitating capacity-building efforts for project teams; ensuring compliance and performance monitoring systems are in place; conducting field monitoring visits; supporting grant management processes; and strengthening partnerships with sub-awardees and implementing partners. The DCoP will also assist in donor engagement and advocacy efforts as needed, and perform other duties to support project goals.

Required Qualifications:
Candidates must possess effective knowledge of the design, implementation, and management of international development projects funded by US government or other international donors. They should have a strong understanding of funding mechanisms, contracting, and reporting requirements, as well as business development processes within an NGO context. Strong written and verbal communication skills are essential, along with a minimum of an advanced degree in Public Health, International Development, or a related field. Candidates should have at least 7 years of progressive experience in managing public health programs, with a minimum of 5 years in a leadership role. Demonstrated ability to foster partnerships and coordinate with various stakeholders is crucial, as well as proficiency in Microsoft Office Suite and competencies in project management and finance.

Educational Background:
An advanced degree (master's or higher) in Public Health, International Development, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage and implement public health programs in resource-limited settings.

Experience:
Candidates should have at least 7 years of progressive experience in managing and implementing public health programs, with a strong preference for those who have worked in resource-limited settings. A minimum of 5 years in a leadership or senior program management role is required, demonstrating expertise in project design, implementation, and staff supervision. Experience in managing donor-funded projects, particularly those supported by PEPFAR or other international donors, is highly desirable.

Languages:
Professional fluency in written and spoken English is mandatory for this position. Additional language skills may be considered an asset, particularly if they relate to the local context or the communities served by the program.
