Job Overview:
The Director position is a pivotal role within the Operations Policy and Country Services (OPCS) of the World Bank. The Director will lead the newly established Operations Efficiency, Effectiveness and Impact (OPSEE) department, which is focused on modernizing Bank operational project cycles, processes, documentation, and the deployment of new technology and AI. This role requires a strong emphasis on enhancing operational results, efficiency, effectiveness, and impact, while also leading the design and implementation of a revitalized operational staff and client capacity learning program. The Director will be responsible for ensuring that the department meets its commitments and aligns with the World Bank Group's mission, which includes making strategic choices, managing quality, and ensuring compliance with WBG policies and procedures. The position also involves collaborating with various departments within the WBG to drive operational efficiency and effectiveness, modernizing operations delivery, and supporting outreach to the Country and Operations Services community.

Duties and Responsibilities:
The Director will oversee the OPSEE department, which consists of two units: the Center for Excellence in Bank Operations and Learning and Engagement. Key responsibilities include: leading the modernization of project cycles and documentation; strengthening operational results and efficiency; implementing a learning program for operational staff and clients; ensuring accountability for strategic choices and quality management; establishing a center of operations excellence; facilitating staff learning on operations instruments; overhauling client capacity building; supporting management in setting strategic priorities; implementing quality control processes; managing the department's budget; and ensuring compliance with internal WBG controls and policies. The Director will also represent the VPU on corporate strategic issues and engage with managers and staff across the WBG to ensure timely knowledge flow and high-quality support to clients.

Required Qualifications:
Candidates must possess a PhD or Master’s degree in a relevant field, along with substantial professional experience, typically at least 15 years in progressively complex and responsible positions. A proven track record of achieving high-impact results in multiple world regions is essential, as is a high professional reputation and integrity. Candidates should have extensive experience with WBG policies, programs, and procedures, as well as exposure to lending, economic and sector work, and country strategy documents. Strong strategic orientation, exceptional problem-solving skills, and the ability to implement complex change management initiatives are also required. Candidates should demonstrate outstanding operational and people management skills, including the ability to build diverse teams and provide effective performance feedback.

Educational Background:
A PhD or Master’s degree in a relevant field is required for this position. The educational background should be complemented by substantial professional experience in relevant sectors, particularly in roles that involve strategic planning, operational management, and the application of innovative technologies.

Experience:
Candidates should have a minimum of 15 years of experience in positions of increasing complexity and responsibility. This experience should include a strong track record of achieving impactful results in various world regions, both prior to and during their tenure at the World Bank. Experience in deploying new technologies and AI in financial or professional services is highly desirable, as is a demonstrated ability to work collaboratively across boundaries and with multiple stakeholders.

Languages:
The mandatory language for this position is English. Preferred languages include French and Spanish, which would be advantageous for candidates looking to enhance their application.
