Job Overview: The Senior Technical Lead – Education is a pivotal role within the Digital Transformation of the Education Department at UNRWA. This position involves leading the implementation of various projects aimed at enhancing educational services through technology. The incumbent will be responsible for translating business requirements into practical, functional, and technical solutions, ensuring that the Education Department's needs are met through effective IT solutions. The role requires close collaboration with a diverse team of software developers, business analysts, solution architects, and quality assurance officers to ensure successful project delivery. The Senior Technical Lead will oversee the development of user requirements and coordinate technical requirements with the project team, emphasizing collaboration and communication throughout the process.
Duties and Responsibilities: The Senior Technical Lead will have a wide range of responsibilities including: managing and improving security" style="border-bottom: 1px dotted #007bff !important;">security technology and tools; overseeing a project team consisting of internal staff and external service providers; analyzing user requirements from the Education Department and recommending technical solutions; leading the design and implementation of Education Department solutions; ensuring regular maintenance and support for software applications; organizing testing for Education Department systems; planning and executing all phases of assigned projects; serving as the primary point of contact for stakeholders; collaborating with internal and external teams; and overseeing the production of systems documentation. Additional responsibilities include carrying out other duties related to systems development and project delivery as assigned by supervisors.
Required Qualifications: Candidates must possess an advanced university degree in Computer Science, Information Systems, Software Engineering, Software Architecture, Business Analysis, or related disciplines. A minimum of six years of progressively responsible experience in roles such as Software Developer, Systems Analyst, Business Analyst, or Project Manager is required. Relevant experience in implementing Education Systems, such as School and Student management systems, and digital learning platforms is essential. Candidates must also have a strong understanding of system development life cycle methodologies, particularly agile, and experience with cloud-based technologies such as Azure or AWS. Professional certifications in application development and project management are desirable, along with knowledge of automated SDLC tools.
Educational Background: An advanced university degree from an accredited educational institution in a relevant field such as Computer Science, Information Systems, Software Engineering, Software Architecture, or Business Analysis is required for this position. This educational background is crucial for understanding the technical and analytical aspects of the role, as well as for leading complex projects in the digital transformation of educational services.
Experience: Candidates should have a minimum of six years of relevant professional experience in the fields of software development, systems analysis, business analysis, or project management. This experience should include a strong focus on the implementation of education systems and digital transformation projects. Additionally, candidates must have at least two continuous years of relevant international experience gained outside UNRWA and outside their country of citizenship, unless they are currently serving as an international staff member in the UN Common System.
Languages: Fluency in spoken and written English is mandatory for this position. Additionally, fluency in spoken and written Arabic is considered a plus, as it may enhance communication with local stakeholders and team members.
Additional Notes: The selected candidate will be based in UNRWA's Headquarters in Amman, Jordan, with a contract duration of up to 11 months. The possibility of extension is subject to the availability of funds, continuing need, and satisfactory performance. The selected candidate will receive monthly fees equivalent to the UN international salary scale of P3 Step
