Job Overview: The National Officer (MHPSS) position is crucial for the successful implementation and supervision of Mental Health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (MHPSS) projects in Lebanon. The individual in this role will work under the overall supervision of the Programme Manager (Protection) and the direct supervision of the MHPSS Programme Officer. The National Officer will be responsible for coordinating and monitoring the operational, administrative, and financial aspects of MHPSS projects, ensuring compliance with IOM policies and donor requirements. This includes keeping the supervisor informed about project implementation status, identifying gaps, and suggesting improvements. The role also involves participating in the development of work plans, project budgets, and monitoring tools, as well as coordinating data collection and analysis to enhance project visibility and awareness. The National Officer will liaise with various stakeholders, including donors, partners, and local authorities, and contribute to capacity-building activities targeting IOM staff and community partners. The position requires active participation in relevant meetings and conferences, as well as the preparation of project proposals and communication products.
Duties and Responsibilities: The National Officer will have a comprehensive set of duties and responsibilities, including:
Supporting the implementation and supervision of MHPSS projects in Lebanon.
Assisting in the coordination and monitoring of operational, administrative, and financial aspects of the projects.
Keeping the supervisor informed on project implementation status and identifying gaps for improvement.
Participating in the development and adjustment of work plans, project budgets, and monitoring tools.
Coordinating the collection, verification, and analysis of data related to project activities.
Preparing and disseminating project reports in accordance with IOM procedures.
Liaising with donors, partners, UN agencies, and local authorities.
Contributing to capacity-building activities for IOM staff and community partners. 1
Attending relevant conferences, workshops, and interagency meetings. 1
Participating in the preparation of project proposals and communication products. 1
Supervising and providing training to project staff. 1
Undertaking duty travel for project implementation and monitoring. 1
Performing other related duties as required.
Required Qualifications: Candidates must possess a Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. The position requires experience in liaising with governmental authorities and international organizations, as well as working with vulnerable groups such as migrants and refugees. Prior experience with humanitarian organizations is advantageous. Candidates should demonstrate strong interpersonal and teamwork skills, leadership abilities, and effective communication and analytical skills. Proficiency in Microsoft Office applications is also required.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. Accredited universities are those listed in the UNESCO World Higher Education Database. A Master’s degree in these fields is also acceptable and may substitute for the required professional experience.
Experience: The ideal candidate should have experience in liaising with governmental authorities, national and international institutions, and non-governmental organizations. Experience working with migrants, refugees, and other vulnerable groups is essential. Prior work experience with international humanitarian organizations or in a multi-cultural setting is considered an advantage, as it demonstrates the candidate's ability to navigate complex environments and work effectively with diverse populations.
Languages: Fluency in English and Arabic is mandatory for all applicants, both oral and written. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of their employment and perform work at a professional level. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations.
