Job Overview: The position of Regional Thematic Specialist – Labour Mobility is crucial for supporting the Regional Thematic Unit for Labour Mobility (LMD RTU) within IOM. The incumbent will work under the direct supervision of the LMD RTS and will be responsible for providing thematic expertise and resource mobilization support to Country Offices (COs). This role involves monitoring and analyzing regional thematic trends, supporting project development, and enhancing capacity building initiatives. The incumbent will also be expected to review and endorse project proposals, track project reports, and contribute to the development of thematic policies and reports. The position requires a proactive approach to identifying emerging issues in the thematic area and providing insights into best practices in project implementation. Additionally, the incumbent will coordinate with various stakeholders to ensure effective project development and implementation across the region.
Duties and Responsibilities:
Support the LMD RTS in capacity building, training, monitoring, evaluation, and technical support to Country Offices in the region on relevant thematic areas.
Assist in reviewing, endorsing, and tracking project proposals developed by COs.
Review, approve, and track project reports from COs.
Identify emerging issues in the thematic area and contribute to policy and report development.
Serve as a resource for COs by providing insights into policy and research developments.
Support the development of regional/multi-country projects for small COs and countries without IOM presence.
Draft regional thematic guidance notes, information sheets, and tools.
Prepare internal reports, presentations, and briefings as needed.
Ensure the functioning of the LMD RTU in the absence of the LMD RTS. 1
Participate in conferences and workshops related to the thematic area. 1
Perform any other duties as assigned.
Required Qualifications: Candidates must possess a Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field, along with four years of relevant professional experience. Alternatively, a High School diploma with six years of relevant experience is acceptable. The organization recognizes accredited universities listed in the UNESCO World Higher Education Database as valid educational institutions.
Educational Background: The educational requirements for this position include a Bachelor’s degree in a relevant field such as Political or Social Sciences, Business Administration, Migration Studies, International Relations, or Law. Candidates with a High School diploma must have additional relevant experience to qualify. The educational background should be from accredited institutions recognized by the UNESCO World Higher Education Database.
Experience: Candidates should have experience in migration issues, including operational and field experience, with a focus on project management and technical expertise. Demonstrated knowledge in labour mobility is essential, along with experience in liaising with governmental authorities, national/international institutions, and NGOs. Work experience in the thematic area within the region is considered an asset, highlighting the importance of regional knowledge and context in the role.
Languages: Fluency in both French and English is required for this position, encompassing both oral and written communication. Additionally, a working knowledge of Portuguese or any other regional language is advantageous. The selection process will specifically evaluate language proficiency, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: The position is subject to local recruitment, meaning only candidates with a valid residence and work permit for Senegal will be considered. Any offer made to the selected candidate is contingent upon funding confirmation. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must also be certified as medically fit for appointment, and their residency, visa, and authorizations will be verified as applicable.
