Job Overview: The Deputy Team Lead (DTL) will play a crucial role in the anticipated Market System Development (MSD) programme in Zambia, which aims to enhance the productivity and competitiveness of micro, small, and medium-sized enterprises in the agricultural sector. This position involves providing technical and operational management to ensure that the programme meets its targets and deliverables on time and within budget. The DTL will work closely with the Team Lead (TL) to contribute to the overall leadership and strategic vision of the programme, focusing on policy and stakeholder engagements. In the absence of the TL, the DTL will act as the Team Lead and represent the programme to various stakeholders, including donors and government ministries. The role requires a proactive approach to identifying and developing new programme adaptations that align with the strategic objectives of the MSD programme.
Duties and Responsibilities: The DTL will oversee the technical and operational management of programme activities across target sectors and geographic regions. This includes owning the technical approach and work plan to ensure effective implementation, managing the inception phase, and ensuring that programme implementation is responsive to community needs and aligned with Mercy Corps’ guidelines and standards. The DTL will also integrate rights-based approaches and gender sensitivity into all activities, ensuring adherence to Mercy Corps’ Gender Policy and accountability standards. Team management is a key responsibility, where the DTL will mentor team members, promote a culture of collaboration, and ensure accountability through regular feedback and performance reviews. Additionally, the DTL will manage financial resources effectively, ensuring compliance with donor regulations and maintaining transparent reporting systems. The role also involves representing Mercy Corps at relevant events and coordinating activities with partners and local government.
Required Qualifications: Candidates must possess a Master's degree or equivalent experience in Market Systems Development (MSD), business, agriculture, economics, or related fields. A minimum of 7 years of relevant development experience is required, including at least 5 years of demonstrated experience working with government stakeholders on policy reforms. Candidates should have at least 5 years of experience in team management roles, showcasing the ability to foster an adaptive team culture and inspire team members. Experience with programs utilizing an MSD approach is strongly preferred, along with a keen interest in adaptive evidence-driven programming. Strong relationship-building skills with partners, including the private sector and local organizations, are essential. Familiarity with SIDA rules and regulations is also preferred, along with excellent verbal and written communication skills in English.
Educational Background: The educational background required for this position includes a Master's degree or equivalent experience in relevant fields such as Market Systems Development (MSD), business, agriculture, or economics. This educational foundation is crucial for understanding the complexities of the agricultural sector and the dynamics of micro, small, and medium-sized enterprises.
Experience: The position requires a minimum of 7 years of relevant development experience, with at least 5 years of experience working directly with government stakeholders on policy reforms. Candidates should have a proven track record in team management roles, demonstrating the ability to build and foster an adaptive team culture. Experience in overseeing programs that utilize a Market Systems Development approach is strongly preferred, as is a background in adaptive evidence-driven programming.
Languages: Fluency in English is mandatory for this position, with excellent verbal and written communication skills being essential. While not mandatory, proficiency in additional languages relevant to the region may be considered an asset.
