Job Overview: The Project Manager will lead the Project Management Unit (PMU) based in UNDP Country Office in Metro Manila, focusing on the integration of HPV and Rotavirus vaccines into the National Immunization Program (NIP) in the Philippines. This position requires collaboration with various stakeholders, including the Department of Health (DOH), World Health Organization (WHO), and United Nations Children's Fund (UNICEF). The Project Manager will oversee the strategic, operational, and financial management of the project, ensuring effective coordination among partners, timely delivery of outputs, and adherence to UNDP's standards and results-based management approach. The role involves conducting readiness assessments, enhancing data analytics, and fostering public-private sector collaboration to improve vaccination coverage and public awareness.
Duties and Responsibilities: The Project Manager's responsibilities include leading the implementation and monitoring of project activities, preparing and updating the project's annual work plan, procurement plan, and monitoring and evaluation (M&E) plan. The Project Manager will manage project funds, maintain financial integrity, and ensure effective use of resources. They will develop and maintain effective working relationships with key partners, finalize legal agreements, and support resource mobilization efforts. Additionally, the Project Manager will supervise PMU staff, provide guidance and coaching, and ensure timely and quality results reporting. The role also involves promoting knowledge sharing among stakeholders and ensuring the development and implementation of the project's Advocacy and Strategic Communications Plan.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Public Health, Data Science, Statistics, Information Technology, Social Sciences, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields, combined with an additional two years of qualifying experience, will be considered. A minimum of five years of progressively responsible relevant experience in implementing, monitoring, and evaluating development programs and projects is required, along with experience in managing policy and institutional reforms, coordinating development cooperation, and working in public health or related sectors. Candidates should also have demonstrated experience in managing health systems projects, capacity building, and budget advocacy.
Educational Background: An advanced university degree (master’s degree) in relevant fields such as Public Health, Data Science, Statistics, Information Technology, or Social Sciences is required. A first-level university degree (bachelor’s degree) with additional qualifying experience may also be considered. Professional certifications in project management and civil service eligibility are desirable.
Experience: The position requires a minimum of five years of relevant experience for candidates with a master’s degree or seven years for those with a bachelor’s degree. This experience should include implementing, monitoring, and evaluating development programs, managing policy reforms, and coordinating development cooperation in public health or related sectors. Candidates should have at least three years of experience in managing health systems projects and capacity building, as well as two years of experience in budget advocacy and public financial management, particularly in the health sector.
Languages: Fluency in English and Filipino is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
