Job Overview: The Consultant for Investigations will play a crucial role in overseeing and conducting investigations into various allegations of misconduct within the UNRWA framework. The incumbent will report directly to the Senior Field Investigator and will be responsible for supervising designated staff, providing technical guidance, and ensuring that investigations adhere to international standards and UNRWA's internal policies. The Consultant will also be expected to coordinate investigations across different fields as necessary, ensuring that all allegations are thoroughly reviewed and addressed. This role is vital in maintaining the integrity of UNRWA operations and ensuring accountability within the organization.
Duties and Responsibilities: The Consultant's duties and responsibilities include, but are not limited to: undertaking or coordinating investigations into alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of resources, abuse of authority, and other violations of UNRWA regulations. The Consultant will review and assess complaints, formulate investigation plans, conduct interviews, and analyze evidence. They will prepare comprehensive reports and recommendations based on their findings, ensuring that all investigative processes comply with due process requirements. Additionally, the Consultant will provide guidance to UNRWA staff involved in investigations, prepare Terms of Reference, and implement technical guidance from the Department of Internal Oversight Services (DIOS). The role also involves keeping abreast of developments in investigative practices and facilitating cooperation with local authorities and organizations as needed.
Required Qualifications: The position requires an advanced university degree from an accredited institution in investigations or a related field. Candidates must have at least seven years of progressively responsible experience in investigation techniques, whether in criminal or administrative inquiries, or as a criminal or administrative attorney. Experience in drafting investigation reports is also essential. The role demands a high level of professionalism and ethical standards, as well as the ability to navigate complex situations with sensitivity and discretion.
Educational Background: Candidates must possess an advanced university degree from an accredited educational institution in investigations or other relevant fields. This educational background is crucial for understanding the complexities of investigations and the legal frameworks that govern them.
Experience: The position requires a minimum of seven years of progressively responsible and relevant work experience.
