Job Overview:
The consultant will be responsible for providing specialized medical services in Otolaryngology (ENT) for IOM beneficiaries, particularly migrants and vulnerable populations. This role involves conducting clinical consultations, performing diagnostics, and making treatment recommendations in collaboration with IOM’s medical team. The consultant will play a crucial role in ensuring that patients referred by IOM’s Migration Health Division receive timely and specialized care that adheres to IOM health protocols and standards. The consultant is also expected to provide written medical reports and follow-up recommendations, working closely with both in-house and external health professionals as necessary. This position is vital for enhancing the health support services offered by IOM and ensuring that beneficiaries have access to necessary medical care.

Duties and Responsibilities:
The consultant will have several key responsibilities, including:
  • Confirming availability to receive individual patient referrals from IOM within 24 hours of each request.
  • Conducting Otolaryngology (ENT) consultations for IOM-referred beneficiaries, which includes performing necessary examinations, making diagnoses, and providing treatment.
  • Submitting detailed medical reports for each patient immediately after consultations, ensuring that all documentation is accurate and comprehensive.
  • Providing stamped and signed invoices for each consultation along with the corresponding medical reports.
  • Ensuring that all deliverables are submitted by hand to the IOM medical team immediately following each patient’s visit.
  • Maintaining timely delivery of consultations as per the agreed schedule and ensuring responsiveness to communication with the IOM health team.
  • Upholding quality and clarity in documentation and recommendations, and striving for positive feedback from both IOM medical staff and beneficiaries.

Required Qualifications:
The position requires a university degree in Medicine with a specialization in Otolaryngology (ENT). A valid medical license and registration in the country of practice is mandatory. Candidates must have a minimum of 5 years of clinical experience as an Otolaryngologist. Experience working with migrants, refugees, or vulnerable populations is considered an asset. The ability to write clear and concise medical reports in English is essential, and familiarity with humanitarian medical protocols is advantageous. Candidates should demonstrate a commitment to ethical standards and professionalism in their practice.

Educational Background:
Candidates must possess a university degree in Medicine, specifically with a specialization in Otolaryngology (ENT). This educational background is crucial for ensuring that the consultant has the necessary knowledge and skills to provide specialized medical services effectively. Additionally, a valid medical license and registration in the country of practice are required to ensure compliance with local regulations and standards.

Experience:
A minimum of 5 years of clinical experience as an Otolaryngologist is required for this position. This level of experience is necessary to ensure that the consultant is well-versed in the complexities of ENT conditions and can provide high-quality care to IOM beneficiaries. Experience working with migrants, refugees, or vulnerable populations is highly valued and will enhance the consultant's ability to address the unique challenges faced by these groups.

Languages:
Fluency in English and Arabic is mandatory for this position. The ability to communicate effectively in both languages is essential for interacting with IOM beneficiaries and collaborating with the medical team. Additionally, proficiency in IOM’s official languages, which include English, French, and Spanish, will be specifically evaluated during the selection process, potentially through written and/or oral assessments.

Additional Notes:
The consultancy is expected to last for a duration of 11 months, and no travel is required for this position. It is important to note that any offer made to the candidate is subject to funding confirmation. The appointment will also be contingent upon certification that the candidate is medically fit for appointment, as well as verification of residency, visa, and necessary authorizations by the concerned government, where applicable. IOM provides coverage for consultants against occupational accidents and illnesses under the Compensation Plan (CP) at no cost for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases. Furthermore, IOM has a zero-tolerance policy regarding conduct that is incompatible with the aims and objectives of the United Nations and IOM, including issues related to sexual exploitation and abuse, sexual harassment, and discrimination. IOM does not charge any fees at any stage of the recruitment process and only accepts applications submitted through the IOM online recruitment system.
