Job Overview: The Project Manager will play a crucial role in overseeing the implementation of an EU-funded programme aimed at addressing the challenges faced by Syrian refugees and host communities in Lebanon. This position requires a strategic leader who can manage complex projects, coordinate with various stakeholders, and ensure that the ILO's interventions align with the needs of the beneficiaries and the reform agenda of the Lebanese government. The Project Manager will be responsible for the day-to-day operations of the project, including planning, monitoring, and evaluating activities to ensure that they meet ILO standards and objectives. This role also involves providing technical guidance, managing a diverse project team, and fostering partnerships with government entities, NGOs, and international organizations to enhance the visibility and impact of the ILO's work in the region.
Duties and Responsibilities: The Project Manager will be responsible for a wide range of duties, including:
Ensuring effective implementation of the project by providing necessary inputs, delivering outputs, and planning, monitoring, and evaluating activities in accordance with ILO policies and guidelines.
Managing the project budget and ensuring efficient use of allocated funds.
Overseeing human resources management within the project, including recruitment and performance evaluations.
Providing technical advice and support to government partners and stakeholders.
Strengthening partnerships with various organizations, including UN agencies, to promote ILO values and increase project visibility.
Mobilizing resources from donors for future project activities.
Developing and disseminating project materials and reports, and identifying training needs for stakeholders.
Producing policy briefs and synthesis reports to inform ILO programming and strategies.
Performing other duties as required to support the project's objectives.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in economics, development studies, social sciences, management, or a relevant field. Alternatively, a first-level university degree (Bachelor's or equivalent) in a related field, combined with two additional years of relevant experience, will be accepted. Candidates should demonstrate a strong understanding of project management principles, particularly in the context of development cooperation and labor market interventions. Proven experience in managing complex projects and working with diverse stakeholders is essential, along with a commitment to promoting gender equality and non-discrimination in all aspects of the project.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in relevant fields such as economics, development studies, social sciences, or management. A first-level university degree (Bachelor's or equivalent) may be accepted if accompanied by additional relevant experience. This educational foundation is critical for understanding the complexities of labor markets, development cooperation, and the socio-economic challenges faced by displaced populations.
Experience: Candidates should have at least seven years of relevant professional experience, including international experience in project design, management, coordination, and implementation of development cooperation projects. Experience in labor market programs, forced displacement, and skills development is particularly valuable. Proven experience working with the ILO or other UN agencies is considered an asset, as it demonstrates familiarity with the organization's policies and procedures.
Languages: Excellent command of English is mandatory for this position, as it is the primary language of communication within the ILO and for reporting purposes. Proficiency in Arabic is considered an advantage, given the regional context and the need to engage with local stakeholders effectively. Knowledge of additional languages may also be beneficial in fostering communication with diverse partners.
