Job Overview: The Programme Management Specialist plays a crucial role in advancing UN Women's programmatic agenda in Guatemala. This position involves managing the development, implementation, monitoring, and reporting of programs for the Country Office. The specialist will provide technical support for program implementation, oversee monitoring and reporting processes, manage budget and personnel for the program team, and build partnerships to enhance resource mobilization strategies. The role requires a strategic approach to program management, ensuring alignment with UN Women’s goals and the specific needs of the country. The specialist will also be responsible for knowledge management, synthesizing best practices, and contributing to the global dissemination of lessons learned.
Duties and Responsibilities:
Manage the programmatic development for the Country Office, ensuring alignment with the Strategic Note. This includes providing advisory support to Office Management, guiding program development, reviewing project strategies, and drafting policy documents.
Provide technical support for the implementation of the Country Office program, ensuring compliance with UN Women’s goals, analyzing project budgets, drafting reports, and managing program quality control.
Oversee monitoring and reporting for the Country Office, establishing standards for measuring progress, coordinating information gathering, and preparing technical reports.
Guide people and budget management for the program team, leading staff performance reviews, ensuring capacity development, and monitoring financial situations.
Build partnerships and develop resource mobilization strategies, analyzing donor information and identifying cooperation opportunities.
Manage knowledge building efforts by synthesizing best practices and lessons learned.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, or Gender studies. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, as well as the ability to develop operational plans and budgets.
Educational Background: The educational requirement for this position includes a Master’s degree in relevant fields such as Social Sciences, Political Science, Development, Public Administration, or Gender studies. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus, enhancing the candidate's qualifications for the role.
Experience: Candidates should have at least 5 years of progressively responsible experience in program management, which includes design" style="border-bottom: 1px dotted #007bff !important;">program design, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in gender-related areas is desirable, as is experience in setting priorities, budgets, and work plans. Leadership experience in managing teams effectively is also preferred, along with familiarity with the United Nations System, international organizations, or NGOs.
Languages: Fluency in Spanish and English is mandatory for this position. A working knowledge of French and/or Portuguese is considered desirable, enhancing communication capabilities within diverse contexts.
Additional Notes: This position is open only to candidates who are nationals of Guatemala, either by birth or legal status.
