Job Overview:
The position of Especialista MEAL y Base de Datos ICT4D involves ensuring the quality of data collected and verifying the performance of mobile users' reports. The specialist will be responsible for establishing, configuring, and integrating databases that document the execution of activities aimed at achieving program and project objectives, particularly in emergency contexts. This role requires collaboration with key MEAL personnel to design reports and visuals that securely monitor project actions and indicators. The specialist will also maintain the digital data collection platform, CommCare, and ensure data backups with project partners according to agency standards. The position demands a proactive approach to developing data collection tools, providing technical assistance, and conducting field visits to ensure data quality and consistency. The specialist will prepare statistical reports and promote methodologies that enable managers to analyze information for decision-making based on evidence.

Duties and Responsibilities:
  • Ensure the quality review of data and verify mobile user reports for performance.
  • Ensure data entry complies with requirements as per MEAL team designs.
  • Support the establishment and integration of databases for documenting project activities.
  • Collaborate with MEAL staff to design secure reports and visuals for monitoring.
  • Maintain the CommCare platform and connected databases.
  • Ensure data backups with project partners.
  • Contribute to the design of data collection tools using mobile devices.
  • Provide technical assistance to partners and specialists as per user manuals.
  • Conduct field visits to ensure data quality and consistency. 1
  • Prepare statistical and analytical reports on data generated. 1
  • Promote methodologies for analyzing information for decision-making. 1
  • Support the development of reflection spaces for progress and evidence-based decision-making. 1
  • Assist in creating user manuals for applications and training partners. 1
  • Document success stories and lessons learned for decision-making. 1
  • Ensure effective learning agendas with project partners. 1
  • Contribute to accountability mechanisms and training materials for participant information gathering.

Required Qualifications:
  • Bachelor's degree in monitoring and evaluation, statistics, systems engineering, programming, or related fields.
  • Desired certifications include Microsoft Certified Solutions Expert or equivalent, Microsoft SharePoint for Foundations or equivalent.
  • Proven experience in providing data visualization and advisory services, preferably with Microsoft Power BI.
  • Experience in designing and validating digital data collection forms on platforms like CommCare.
  • Demonstrable experience in database design and advanced use of data collection platforms.
  • Knowledge of relevant technology and data management tools.
  • Basic programming knowledge for iOS and Android systems.
  • Proficiency in Microsoft Power BI, Visual Basic, SQL, Access; desirable knowledge in SPSS, SQL Server, Java.
  • Experience in using applications for creating data flow diagrams, such as Microsoft Visio. 1
  • Valid driver's license for four-wheel vehicles.

Educational Background:
A university degree specializing in monitoring and evaluation, statistics, systems engineering, programming, or related fields is required. Additional certifications in relevant software and data management tools are preferred.

Experience:
The position requires extensive experience in data visualization, advisory services, and the use of data collection platforms. Candidates should have a proven track record in database design and implementation, as well as experience in technology adoption and data management tools.

Languages:
Fluency in Spanish is mandatory, and proficiency in English is desirable. Knowledge of additional languages relevant to the region may be beneficial.
