Job Overview:
The Monitoring and Evaluation (M&E) Officer will play a pivotal role in the successful implementation of a multi-year project supported by the Korea International Cooperation Agency (KOICA) aimed at enhancing access to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) services for vulnerable populations, particularly women and girls. This position is essential for ensuring effective monitoring, evaluation, and learning (MEL) from the project's activities. The M&E Officer will be responsible for developing and implementing an M&E framework that aligns with UNFPA corporate guidelines and donor requirements. This role requires collaboration with various units within UNFPA and implementing partners to track project progress, ensure quality data collection and analysis, and support evidence-based decision-making and reporting. The M&E Officer will also facilitate periodic project performance reviews and ensure that lessons learned are documented and utilized for future programming.

Duties and Responsibilities:
The M&E Officer will be tasked with several key responsibilities, including:
  • Developing and implementing a comprehensive M&E framework that aligns with UNFPA and KOICA guidelines.
  • Managing project performance monitoring systems, including establishing indicators, baselines, and targets.
  • Conducting regular field monitoring visits to assess project progress and compliance with quality standards.
  • Facilitating mid-term and final evaluations of the project.
  • Coordinating data collection, verification, and validation processes to ensure data reliability and accuracy.
  • Documenting lessons learned and best practices for future programming.
  • Overseeing the development of standardized monitoring tools and templates for quarterly monitoring.
  • Providing technical guidance to thematic units in developing measurable M&E indicators linked to activity work plans.
  • Supporting the development of programmatic proposals, work plans, and budgets. 1
  • Representing UNFPA in meetings and training related to M&E. 1
  • Establishing and maintaining a database for tracking project indicators and results. 1
  • Analyzing data to generate insights for program improvement. 1
  • Supporting the preparation of donor reports with high-quality M&E inputs, including data analysis and visualization. 1
  • Developing case studies and learning briefs based on project findings.

Required Qualifications:
Candidates must possess a university degree at the Master’s level in Monitoring and Evaluation, Statistics, Demography, Public Health, Social Sciences, or a related field. A first-level university degree with additional relevant experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of three years of experience in implementing M&E systems in development or humanitarian settings. Proven experience in data collection, analysis, and visualization using statistical software such as SPSS, Stata, R, or Power BI is required. Familiarity with monitoring in SRH and GBV programming is considered an asset, and experience working with UN agencies and NGOs is desirable. Knowledge of donor reporting requirements, particularly for KOICA, is highly desirable. Candidates must be nationals of the Republic of Korea.

Educational Background:
The educational background required for this position includes a university degree at the Master’s level in relevant fields such as Monitoring and Evaluation, Statistics, Demography, Public Health, or Social Sciences. A first-level university degree may be accepted if accompanied by additional relevant experience, indicating that practical experience can complement formal education in this role.

Experience:
The position requires a minimum of three years of relevant experience in implementing monitoring and evaluation systems within development or humanitarian contexts. This experience should include a strong background in data collection, analysis, and visualization, particularly using statistical software tools. Familiarity with the specific challenges and methodologies related to sexual and reproductive health and gender-based violence programming is also beneficial. Experience working with international organizations, particularly UN agencies, is highly valued, as is knowledge of donor reporting requirements, especially those of KOICA.

Languages:
Fluency in Korean, French, and English is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration within the diverse teams and stakeholders involved in the project. Additional language skills may be considered an asset, enhancing the candidate's ability to engage with a broader range of partners and beneficiaries.
