Job Overview:
The Resources Management Officer will be responsible for managing, monitoring, and administering the financial, budgetary, treasury, human resources, supply chain, and ICT activities of the Kenya Country Office and its Sub-Offices. This role requires a strong understanding of financial management principles and practices, as well as the ability to oversee and ensure compliance with IOM regulations and procedures. The officer will work under the direct supervision of the Head of Office and will have operational reporting lines to the Deputy Regional Director for Management of the Regional Office in Nairobi. The position involves significant interaction with project managers and requires the ability to provide technical support throughout the project cycle, ensuring compliance with IOM's general instructions and relevant permanent instructions. The officer will also be responsible for maintaining internal controls to safeguard the organization’s assets and prevent fraud, as well as managing human resources functions and overseeing supply chain services.

Duties and Responsibilities:
  • Monitor and oversee the financial management for all activities in the Country Office, ensuring accountability and oversight of financial expenditure.
  • Supervise treasury management by forecasting cash flows and monitoring funds disbursed.
  • Prepare program and budget reports in accordance with IOM regulations.
  • Conduct analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis of projects and oversee budget control processes.
  • Assist in budget preparation for new projects and programs.
  • Provide technical support to project managers to ensure compliance with IOM instructions.
  • Maintain internal controls to safeguard assets and prevent fraud.
  • Inspect payroll versus budgets and validate salary allocations.
  • Review and recommend improvements to existing systems and procedures. 1
  • Manage Human Resources functions and make recommendations on recruitment. 1
  • Oversee Supply Chain services and contracts with suppliers. 1
  • Liaise with the Office of Legal Affairs and Global Procurement Supply Unit for agreements and Purchase Orders. 1
  • Supervise ICT staff to ensure compliance with IOM standards. 1
  • Train local staff on administrative and financial policies. 1
  • Participate in UN meetings as required. 1
  • Serve as Officer-in-Charge in the absence of the HoO. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Knowledge of IOM/UN finance, supply chain, and HR procedures is essential, along with advanced skills in Microsoft Office, particularly Excel, and familiarity with International Public Sector Accounting Standards (IPSAS) and SAP.

Educational Background:
The educational background required for this position includes a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Candidates with a University degree in the aforementioned fields must have a minimum of seven years of relevant professional experience. Professional certifications such as CA, CPA, CIMA, or ACCA are considered an advantage, and candidates must have graduated from accredited universities recognized by the UNESCO World Higher Education Database.

Experience:
The position requires experience in financial and human resources management at the international level, including field experience that involves coordination with international institutions and bodies. Candidates should have experience in supervising the development and implementation of administrative control procedures and coordinating external auditing exercises. Familiarity with corporate IT systems and software is also necessary, as the role involves significant interaction with various IT systems used within the organization.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Additionally, a working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of up to 9 months. The position is classified at the P-3 grade level and is a professional recruitment type. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
