Job Overview:
The Consultant for Monitoring and Evaluation Framework Development will play a crucial role in supporting the Employment Agency of Kosovo (EARK) by developing a standardized Monitoring and Evaluation Framework and Template for employment service provision. This position is integral to the IOM's regional project aimed at leveraging the potential of diaspora communities to enhance socio-economic development in the Western Balkans. The consultant will be responsible for understanding the specific needs of EARK, reviewing existing documents, conducting research, and developing a comprehensive framework that ensures effective tracking and assessment of employment services. The role requires collaboration with EARK representatives to validate findings and implement a pilot testing phase, ultimately contributing to the institutional strengthening of the agency.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Meeting with EARK representatives to identify specific needs and objectives related to monitoring and evaluation of Employment Services.
  • Reviewing existing documents, forms, and materials relevant to monitoring and evaluation.
  • Conducting research and benchmarking best practices from similar public employment services.
  • Engaging with EARK and project representatives to validate findings and propose a draft Framework for monitoring and evaluation.
  • Developing a Draft Framework and Template for monitoring and evaluation of Employment Services, including usage instructions.
  • Collecting and incorporating feedback from EARK and project representatives to finalize the Framework and Template for pilot implementation.
  • Collaborating with EARK to prepare and conduct a pilot implementation of the Template in four Employment Offices.
  • Gathering feedback from EARK based on the pilot and revising the Framework and Template accordingly.
  • Documenting the pilot monitoring and evaluation process and identifying key areas for improvement. 1
  • Preparing and submitting a concept proposal for integration of the Template into the Employment Management Information System (EMIS). 1
  • Submitting a Final Report summarizing the entire process, key outcomes, and recommendations.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences, economics, or a related field. Additionally, they should have at least 5 years of experience in monitoring and evaluation methodologies, tools, and best practices. Proven experience in designing and developing monitoring and evaluation templates, forms, and documentation, particularly in the labor market, is essential. Candidates should also demonstrate proficiency in collecting, analyzing, and reporting data, along with excellent facilitation and communication skills in both Albanian and English. Experience working with international organizations, especially IOM or similar UN agencies, is considered an asset.

Educational Background:
A Master’s degree in social sciences, economics, or a related field is required for this position. This educational background is crucial as it provides the theoretical and practical knowledge necessary for understanding the complexities of monitoring and evaluation in the context of employment services.

Experience:
The position requires a minimum of 5 years of relevant experience in monitoring and evaluation methodologies, tools, and best practices. Candidates should have a proven track record in designing and developing monitoring and evaluation templates and documentation, ideally within the labor market sector. Experience in collecting, analyzing, and reporting data is also essential, as is familiarity with international organizations and their operational frameworks.

Languages:
Fluency in English and Albanian and/or Serbian is mandatory for this position. Knowledge of additional languages will be considered an advantage, particularly in the context of IOM's official languages, which include English, French, and Spanish. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position does not require travel. Any offer made to the candidate is subject to funding confirmation and will be contingent upon certification of medical fitness for appointment, verification of residency, visa, and authorizations by the concerned government, where applicable. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy, but does not offer evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accidents or illnesses and must provide written proof of such coverage before commencing work. IOM maintains a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, and discrimination.
