The United Nations Development Coordination Office (DCO) was established following the endorsement of the United Nations General Assembly in its Resolution A/RES/72/27
  • The DCO operates as a stand-alone coordination office within the United Nations Secretariat, taking on managerial and oversight functions of the resident coordinator system. The office is part of the United Nations Sustainable Development Group (UNSDG) and is committed to promoting sustainable development across various member states. The DCO aims to enhance the effectiveness of the UN's development efforts and ensure that the UN's work is aligned with the Sustainable Development Goals (SDGs).

Job Overview:
The Human Resources Assistant position is located within the Human Resources Unit of the DCO. The role involves a variety of responsibilities centered around recruitment and placement, administration of entitlements, staff development, and general HR support. The assistant will participate in the selection process of candidates, which includes evaluating applications, conducting interviews, and preparing candidate profiles. Additionally, the assistant will be responsible for monitoring reference checks, ensuring compliance with pre-recruitment formalities, and managing the maintenance of job openings. The position also requires the assistant to provide input into HR policy development and assist in organizing training courses and workshops for staff development. The role demands a high level of professionalism, planning, and client orientation, as the assistant will interact with various stakeholders within the UN system.

Duties and Responsibilities:
The Human Resources Assistant will have a comprehensive set of duties, including but not limited to: participating in candidate selection by evaluating applications and conducting interviews; assisting in the recruitment process by monitoring reference checks and academic verifications; ensuring the completion of pre-recruitment formalities; calculating salaries and benefits; preparing and dispatching offers of appointment; providing input into HR policy development; organizing assessments and competency-based interviews; maintaining and tracking job openings; reviewing job openings and recommendations for candidate selection; processing data related to staff conditions of service; reviewing requests for entitlements; monitoring issues related to staff conditions; assisting in the development of career programs; organizing training courses; supervising HR databases and filing systems; conducting research on HR-related issues; preparing statistical reports; providing general office support; training new staff; and performing other duties as required.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A minimum of ten years of progressively responsible experience in human resources management, administrative services, or a related area is required. Experience with recruitment platforms such as Inspira or similar is desirable, as is experience in HR data management using MS Excel or similar tracking programs. Knowledge of human resources policies and procedures is essential, along with the ability to interpret and apply them in an organizational context. Candidates should demonstrate initiative, professionalism, and the ability to work under pressure while maintaining a commitment to gender equality in the workplace.

Educational Background:
The minimum educational requirement for this position is a high school diploma or equivalent. There are no specific job-specific qualifications listed, but relevant experience and knowledge in human resources management are critical for success in this role.

Experience:
Candidates are required to have a minimum of ten years of progressively responsible experience in human resources management, administrative services, or a related area. This extensive experience is necessary to ensure that the candidate is well-versed in the complexities of HR functions and can effectively manage the responsibilities associated with the position. Familiarity with recruitment platforms and HR data management tools is also beneficial.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas: reading, speaking, writing, and understanding. Knowledge of another language is rated as 'Confident' in two of the four areas.

This position is temporarily available for a duration of 364 days. If the selected candidate is a current staff member of the United Nations Secretariat, the selection will be treated as a temporary assignment. The position is subject to local recruitment, meaning that candidates must be located within commuting distance of the duty station.
