Job Overview: The consultant will play a pivotal role in advancing UNICEF's institutional engagement with Gulf Cooperation Council (GCC) partners. This position involves developing high-impact strategic documents and planning tools for senior management, drafting and finalizing Notes for the Record of high-level strategic dialogues, and coordinating the preparation of background materials, concept notes, and agendas for significant global events such as the UN General Assembly (UNGA). The consultant will also be responsible for updating donor profiles for GCC countries and drafting targeted advocacy products that align with UNICEF's visibility and fundraising priorities. This consultancy is designed to ensure the successful execution of critical external engagements between September and December 2025, requiring approximately 20 days of work per month under the guidance of the Senior Adviser.
Duties and Responsibilities: The consultant's duties will include:
Developing high-impact advocacy and briefing materials to support UNICEF's strategic engagement with Gulf partners.
Supporting the preparation of documents for high-level engagements with GCC partners, including concept notes and background materials.
Drafting and finalizing Notes for the Record for high-level strategic dialogues.
Coordinating the development of donor profiles for GCC countries, integrating insights from 2025 engagements.
Drafting targeted advocacy products that enhance UNICEF's positioning and fundraising efforts.
Supporting internal coordination and stakeholder liaison with GCC Permanent Missions.
Ensuring timely delivery of all outputs and maintaining high-quality standards in documentation and communication.
Required Qualifications: To qualify for this consultancy, candidates must possess an advanced university degree (Master’s or higher) in International Affairs, Diplomacy Studies, Public Administration, or a related field. Additionally, a minimum of 5 years of relevant professional experience in partnerships and resource mobilization is required. Candidates should have a strong understanding of Gulf Cooperation Council partners and demonstrate skills in resource mobilization, client relations, writing, coordination, attention to detail, and teamwork. Experience in developing countries or familiarity with emergency contexts is considered an asset.
Educational Background: Candidates must hold an advanced university degree, such as a Master's degree or higher, in fields related to International Affairs, Diplomacy Studies, Public Administration, or similar disciplines. This educational background is essential for understanding the complexities of international relations and the specific dynamics of working with public partners in the GCC region.
Experience: The position requires a minimum of 5 years of relevant professional experience, particularly in partnerships and resource mobilization. Candidates should have a proven track record of engaging with public partners and managing high-level strategic dialogues, which is crucial for the successful execution of the consultancy's objectives.
Languages: Fluency in English is mandatory for this position. Additionally, knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, or a local language relevant to the GCC region, is considered an asset and may enhance the candidate's suitability for the role.
