Job Overview:
The position of Health Specialist/Economist at the World Bank involves contributing to the Health, Nutrition, and Population (HNP) portfolio, particularly in the Europe and Central Asia (ECA) region.   • The Health Specialist will engage in policy dialogue with government counterparts, assist in the preparation of analytical products, and contribute to the implementation of operations in the health sector. This position requires a proactive approach to addressing complex health issues, fostering innovation in health services, and collaborating with various stakeholders to enhance health systems and promote economic stability.

Duties and Responsibilities:
The Health Specialist/Economist will report to the HNP Practice Manager and will be responsible for a range of tasks, including: supporting sectoral or multi-sectoral teams in developing business pipelines, program formulation, and supervision of lending operations; contributing to high-impact publications and analytical reports; initiating innovations in health services; providing technical contributions on aging and long-term care reforms; developing strategies for integrating long-term care with health and social protection systems; and leading knowledge-sharing and capacity-building events. The role demands a collaborative spirit and the ability to influence multi-practice solutions to improve health outcomes.

Required Qualifications:
Candidates must possess a graduate degree (Master’s required; PhD, MD, or equivalent preferred) in fields such as public health, epidemiology, health economics, health financing, or nutrition. A core qualification in at least one of these domains is essential, and candidates with combined degrees will have an advantage. Additionally, a minimum of five years of relevant experience in health, nutrition, and population research or program implementation is required. Technical expertise in long-term care, health economics, and health financing is desirable, along with familiarity with demographic trends and policy responses related to population aging in the ECA region.

Educational Background:
The educational background required for this position includes a Master’s degree in public health, epidemiology, health economics, health financing, nutrition, or a related field. A PhD, MD, or equivalent professional degree is considered an asset. Candidates without a core qualification in one of these areas should not apply, as the role demands a strong foundation in health-related disciplines.

Experience:
The position requires a minimum of five years of relevant experience in health, nutrition, and population research or program implementation. Candidates should have a proven track record of working with demanding clients, engaging in policy dialogue, and building capacity in health and long-term care service delivery. Experience in collaborating with multiple development partners to support government-led programming is also essential, as is the ability to carry out technical assistance activities to strengthen HNP programs.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. The ability to prepare documents on complex subjects, speak persuasively, and present ideas clearly is crucial for this role. While English is the required language, knowledge of additional languages may be beneficial but is not specified as a requirement.
