Job Overview:
The National Policy and Liaison Officer will play a crucial role in coordinating the operational and administrative aspects of continental programs under the supervision of the Director for the Special Liaison Office (SLO) to the African Union (AU) and the United Nations Economic Commission for Africa (UNECA). This position requires effective liaison and coordination with various stakeholders, including donors, partners, and relevant agencies, to facilitate the implementation of continental initiatives. The successful candidate will be responsible for project management, donor reporting, and collaboration with implementing Country Offices, particularly for the IOM AUC-African Development Bank (AfDB) multi-country project. The role also involves supporting the development of evidence-based guidelines addressing the issue of missing migrants in Africa and contributing to the preparation of concept notes and project proposals for resource mobilization efforts.

Duties and Responsibilities:
The incumbent will be tasked with several key responsibilities, including:
  • Liaising and coordinating with donors, partners, the African Union Commission (AUC), United Nations agencies, and other stakeholders to facilitate project implementation.
  • Contributing to effective project management and timely donor reporting.
  • Monitoring the administrative and financial aspects of the AfDB funded project in accordance with IOM policies and practices.
  • Supporting the development of continental guidelines on missing migrants in collaboration with the IOM Missing Migrants Project (MMP) team.
  • Assisting in the conceptualization and launch of the 3rd edition of the Africa Migration Report (AMR).
  • Developing and adjusting work plans, project budgets, and monitoring & evaluation tools.
  • Ensuring adherence to visibility guidelines during project implementation.
  • Undertaking duty travel for project implementation and monitoring visits.
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a Master’s degree in Social Sciences, Development Studies, Political Science, Law, International Relations, Migration Studies, Human Rights, Economics, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields with two years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Social Sciences, Development Studies, Political Science, Law, International Relations, Migration Studies, Human Rights, or Economics. Candidates with a bachelor's degree in these fields must have at least two years of relevant professional experience to qualify for the position.

Experience:
The ideal candidate should have experience working with African Union Institutions and Regional Economic Communities in the field of migration governance, diaspora engagement, and displacement issues. This includes experience in policy design, implementation, monitoring, and research on development and migration topics. Candidates should demonstrate advanced conceptualization, analytical, and drafting skills, along with a good understanding of project development, management, and donor relations.

Languages:
Fluency in English is required for this position. Additionally, a working knowledge of any UN and African Union official languages, as well as languages identified by the Special Liaison Office, is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The selection process for this position is subject to funding confirmation, and recommended candidates may be eligible for similar positions in various duty stations for a period of 24 months. National Professional Officers must be nationals of the country of employment and perform work at a professional level. The appointment will be contingent upon medical fitness certification, residency verification, and necessary government authorizations.
