Job Overview: The Operations Officer position is a critical role within the Sectors Department 1 (SD1) of ADB, which is responsible for delivering impactful sector strategies and integrated solutions that align with ADB’s strategic agenda. The Operations Officer will provide essential support in human resourceadministration, operational functions, and analytical tasks to ensure the effective functioning of the department. This role requires a blend of independent work and collaboration with various teams to manage HR processes, budget allocation, and operational management matters. The successful candidate will be expected to contribute to the development of the department’s knowledge roadmap and support the implementation of HR initiatives, ensuring that the department meets its strategic objectives while optimizing human resources.
Duties and Responsibilities: The Operations Officer will be responsible for a wide range of duties, including coordinating human resources administration within ADB HQ and resident missions, managing recruitment and selection processes, overseeing vacancy management, and facilitating performance management and training requirements. The officer will gather and analyze data for annual workforce planning, support talent pipeline development, and coordinate HR initiatives such as performance evaluations and staff engagement surveys. Additionally, the officer will manage the department’s budget allocation, monitor external training funds, and contribute to the review of finance and administration processes. The role also involves providing analytical support for budget reviews and ensuring alignment of operations with regional priorities and programming.
Required Qualifications: Candidates must possess a Bachelor’s degree in human resources, economics, psychology, social sciences, business administration, or related fields, with a preference for those with advanced or practical training. A minimum of 8 years of relevant professional experience in HR coordination, administration, and project management is required. Candidates should have a strong understanding of HR procedures in talent management and ADB operational processes. Excellent analytical skills, the ability to conduct research and analysis, and strong oral and written communication skills in English are essential for this role.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as human resources, economics, psychology, social sciences, or business administration. Advanced degrees or specialized training in these areas are preferred, as they provide a deeper understanding of the complexities involved in human resource management and operational support within an international development context.
Experience: The position requires at least 8 years of relevant professional experience, particularly in human resources coordination and administration, as well as project management, which includes managing loans, grants, or technical assistance. Candidates should demonstrate a solid track record of working in similar roles, showcasing their ability to handle complex HR functions and budget management effectively.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills necessary for effective interaction within the organization and with external stakeholders. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly if they are relevant to the Asia-Pacific region.
Additional Notes: This appointment is open to both internal and external candidates, with selected applicants subject to a one-year probationary period. The position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
