Job Overview:
The Programme Management Officer position is crucial for the Department of Technical Cooperation (TC) within the IAEA. This role involves developing and managing innovative and complex programs and projects in the area of nuclear technology, tailored to the development needs of Member States. The officer will work under the supervision of the Section Head and will be responsible for engaging with national and regional authorities, assessing the political and socio-economic environments of assigned countries, and ensuring that the technical cooperation programs align with national development priorities. The officer will also be expected to contribute to the planning, design, implementation, and monitoring of programs/projects, applying a results-based management approach and ensuring quality criteria are met. This position requires a proactive approach to problem-solving and the ability to navigate complex programmatic challenges effectively.

Duties and Responsibilities:
The Programme Management Officer will have a wide range of responsibilities, including but not limited to: engaging with relevant national and regional authorities and stakeholders; assessing and analyzing the political, socio-economic environment and technical needs of assigned countries; planning, designing, implementing, and monitoring programs/projects; guiding and advising country officials on TC procedures; monitoring project implementation and reporting on results; organizing international/regional events; managing program/project budgets; leading TC assistance delivery; developing networks and partnerships; contributing to resource mobilization; documenting knowledge and best practices; coordinating with project teams; and preparing project and annual reports, presentations, and outreach materials.

Required Qualifications:
Candidates must possess a Master's Degree in social sciences, management, technology, engineering, or a scientific area, preferably in a nuclear-related field. A Bachelor's Degree in the same fields, combined with two years of relevant work experience, may be considered in lieu of the advanced degree. Additionally, a minimum of seven years of experience in project/programme management in international development, particularly in technical cooperation, partnership, and capacity building, is required. Experience in nuclear science and technology is an asset, along with the ability to analyze complex situations and make timely decisions based on sound judgment.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's) in social sciences, management, technology, engineering, or a scientific area, ideally related to nuclear technology. A first-level university degree (Bachelor's) in the same fields, along with relevant work experience, may also be acceptable. This educational foundation is essential for understanding the complexities of nuclear technology and its applications in development contexts.

Experience:
The position requires a minimum of seven years of experience in project/programme management, particularly in the field of international development. Candidates should have a strong background in technical cooperation, partnership development, and capacity building. Experience in nuclear science and technology is considered an asset, as is the ability to analyze complex situations and make informed decisions. The role demands a high level of expertise in managing programs and projects effectively, ensuring alignment with development goals.

Languages:
Excellent oral and written command of English is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.

The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $84,672, along with a variable post adjustment, dependency benefits, rental subsidy, education grant, and relocation and repatriation expenses.
