Job Overview:
The Fundraising Consultant will play a crucial role in supporting the International Organization for Migration (IOM) by providing strategic and technical assistance to selected Country Offices (COs) in the sub-region. The primary focus of this position is to identify, develop, and manage national fundraising opportunities, particularly through partnerships with the private sector. The consultant will work closely with the Chief of Mission and coordinate with the Sub-Regional Office and Global Office to ensure alignment with IOM’s mission and strategic priorities. This role involves cultivating relationships with various stakeholders, including multinationals, small and medium enterprises, and foundations, to enhance private sector engagement in France. Additionally, the consultant will support resource mobilization efforts related to both national and EU funding, ensuring that IOM’s objectives are met effectively and efficiently.

Duties and Responsibilities:
The duties and responsibilities of the Fundraising Consultant include:
  • Collaborating with the Private Sector Partnership Unit and Sub-Regional Office to expand private sector engagement in France.
  • Identifying potential private partners and facilitating outreach and negotiations for collaboration agreements.
  • Drafting and developing project proposals in coordination with relevant colleagues, ensuring compliance with donor expectations.
  • Coordinating with Headquarters and SRO to maintain coherence in donor outreach and messaging.
  • Sharing regular updates with staff at the SRO and France Office regarding actions taken and follow-up initiatives.
  • Developing tailored reporting and impact communication materials for diverse private sector partners.
  • Working with governmental authorities and NGOs to identify migration-related areas for common projects.
  • Supporting the preparation and implementation of high-level meetings to ensure government participation.
  • Advising on EU Pact implementation opportunities and migration-related policies. 1
  • Developing action plans to unlock funding opportunities through EU Pact implementation. 1
  • Contributing to the drafting of concept notes and project proposals linked to identified opportunities.

Required Qualifications:
The ideal candidate for the Fundraising Consultant position should possess a Master’s degree in International Relations, Development Studies, Business Administration, or a related field from an accredited institution. Additionally, candidates should have at least ten years of relevant professional experience in fundraising, donor relations, or partnership development within the humanitarian, development, or international cooperation sectors. A proven track record of successful proposal writing and private sector engagement is highly desirable, along with experience working with national institutions and the private sector in the country of deployment. Previous experience with IOM or UN organizations is considered an asset.

Educational Background:
Candidates must hold a Master’s degree in a relevant field such as International Relations, Development Studies, Business Administration, or a related discipline from an accredited academic institution. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and understanding of the complexities involved in international migration and fundraising.

Experience:
The position requires progressive experience in fundraising, donor relations, or partnership development, specifically within the humanitarian, development, or international cooperation sectors. Candidates should have a demonstrated ability to engage effectively with national institutions and the private sector in the country of deployment. A successful history of proposal writing and private sector engagement is highly desirable, indicating the candidate's capability to secure funding and build partnerships. Previous experience working with IOM or UN agencies will be viewed favorably, as it demonstrates familiarity with the organization's operations and objectives.

Languages:
Fluency in English and French is mandatory for this position, both oral and written. These language skills are essential for effective communication with diverse stakeholders, including private sector partners and governmental authorities. Knowledge of Spanish is considered an asset, as it may enhance communication capabilities within the organization and with certain partners.

Additional Notes:
The consultancy position is subject to funding confirmation, and candidates must register with 'auto-entrepreneur' status in France to facilitate payment of consultancy fees. The appointment will also be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the relevant government authorities. IOM provides coverage for occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM maintains a zero-tolerance policy regarding conduct that contradicts the organization's aims and objectives, including any form of discrimination or harassment. Furthermore, IOM does not charge any fees during the recruitment process and only accepts applications submitted through its online recruitment system.
