Job Overview: The HR Specialist, Client Services plays a pivotal role in supporting the Supply ChainManagement Unit (SCMU) by providing strategic HR advisory services to SCMU leadership, particularly the Chief of SCMU. This position is responsible for ensuring the effective implementation of the SCMU Strategy 2025–2029 and its associated Strategic Implementation Plan. The Specialist will manage critical HR processes such as strategic workforce planning, talent acquisition, onboarding, performance management, and staff development. The role also involves contributing to HR policy development and resolving complex HR matters, ensuring alignment with organizational strategies. The HR Specialist will work closely with the Senior HR Business Partner to deliver tailored HR services to SCMU staff, thereby enhancing the overall effectiveness of the unit.
Duties and Responsibilities: The HR Specialist will be responsible for delivering comprehensive HR services, which includes developing a deep understanding of HR policies and ensuring their consistent application to SCMU staff and management. The Specialist will collaborate with the Senior HR Business Partner and relevant program owners to manage the employment lifecycle, including recruitment, onboarding, mobility, and performance management. Additionally, the Specialist will lead the implementation of strategic HR initiatives, design and monitor a Learning and Development Plan, and drive change management efforts to foster leadership accountability and collaboration. The role also involves preparing strategic briefs and analytical reports for SCMU leadership, coordinating with stakeholders to ensure compliance and ethical standards, and managing HR-related events and budgets. Furthermore, the Specialist will contribute to knowledge-sharing initiatives and facilitate capacity-building sessions to promote a high-performance culture within SCMU.
Required Qualifications: Candidates must possess an advanced university degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related discipline. A minimum of five years of progressively relevant experience in HR management, providing strategic HR support to a large client base on a global level, is required. Experience within UNFPA is considered an asset. Candidates should have knowledge of modern HR concepts and approaches, strong analytical skills, and the ability to deliver effective solutions to complex HR challenges. Excellent organizational and multi-tasking skills are essential, along with the ability to handle confidential information and build trust with staff at all levels. Previous experience with development or humanitarian organizations is also an asset, as is proficiency in information technology systems and tools, including knowledge of Oracle ERP systems.
Educational Background: An advanced university degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related discipline is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage HR processes and contribute to the strategic goals of the SCMU.
