Job Overview:
The E T Consultant position is integral to the World Bank's mission of enhancing energy access and infrastructure in developing countries. The role involves providing technical expertise in regional modeling, market modeling, and power system planning, particularly in the context of the Southern African Power Pool (SAPP). The consultant will engage with various stakeholders, including government entities and utilities, to support the regional energy integration agenda. This position requires a proactive approach to analyzing and interpreting modeling results to inform strategic decisions and policy recommendations, ultimately contributing to economic transformation and job creation in the region.

Duties and Responsibilities:
The selected candidate will be responsible for a variety of tasks, including:
  • Developing, updating, and maintaining the SAPP power system model in collaboration with SAPP utilities.
  • Conducting regional analyses to inform operations and policy dialogues with national counterparts, focusing on economic transformation driven by regional integration.
  • Analyzing modeling results to provide strategic insights and policy recommendations.
  • Building and maintaining a regional market model to enhance trade and facilitate discussions with the SAPP market operator.
  • Supporting the design and development of South Africa's domestic power market, including market structure and pricing mechanisms.
  • Collaborating with the World Bank's Eastern Africa energy team to ensure coherence in modeling approaches.
  • Engaging with the Energy System Management Assistance Program (ESMAP) for model enhancements and knowledge sharing.
  • Leading discussions with stakeholders and drafting project documents and reports.
  • Participating in official missions and contributing to sector briefings and policy notes.

Required Qualifications:
Candidates must possess an advanced degree (Master’s or PhD) in electrical engineering, power systems, energy economics, or a related field, along with a minimum of 5 years of relevant experience or an equivalent combination of education and experience. Additionally, candidates should have at least 3 years of professional experience in power system planning, modeling, and/or electricity market analysis. Strong knowledge of power system modeling tools such as PLEXOS or EPM is essential, as is experience working with regional power pools and utilities in Africa, particularly with SAPP and/or EAPP. Excellent analytical, communication, and coordination skills are required, along with the ability to work collaboratively in a multicultural environment.

Educational Background:
An advanced degree (Master’s or PhD) in a relevant field such as electrical engineering, power systems, or energy economics is required for this position. This educational background is crucial for understanding the complexities of power system modeling and energy market analysis, which are central to the role.

Experience:
The position requires a minimum of 5 years of relevant experience in the energy sector, with at least 3 years specifically focused on power system planning, modeling, and electricity market analysis. This experience should ideally include work with regional power pools and utilities in Africa, providing the candidate with a comprehensive understanding of the regional energy landscape and the challenges faced by stakeholders.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank Group. Knowledge of French is considered an advantage, particularly given the multilingual context of the regions in which the World Bank operates, including parts of Africa where French is widely spoken.

Additional Notes:
This position is a local recruitment opportunity with a term duration of one year, which may be renewable for an additional year at the discretion of the World Bank Group. The selected candidate will be subject to a lifetime maximum ET appointment of two years.
