The Office for Democratic Institutions and Human Rights (ODIHR) is a principal institution of the OSCE responsible for the human dimension, focusing on election observation, democratic development, and human rights. ODIHR is active throughout the OSCE area and implements assistance projects in accordance with its mandate, aiming to uphold human rights and promote democratic values.

Job Overview:
The Migration and Freedom of Movement Officer will be responsible for developing and implementing activities that assist OSCE participating States in meeting their commitments regarding migration and freedom of movement. This role involves utilizing the OSCE's unique position as a forum for dialogue to address migration issues. The incumbent will conduct assessments, design strategic capacity-building initiatives, and monitor public policy related to migration. The position requires strong analytical skills and the ability to propose improvements in migration policies and practices. The officer will also represent ODIHR at international conferences and maintain contacts with partner organizations and experts in the field.

Duties and Responsibilities:
The incumbent will develop, implement, and evaluate targeted activities and projects to support OSCE participating States in their commitments on migration and freedom of movement. Responsibilities include conducting assessments and designing strategic capacity-building initiatives such as training courses and workshops. The officer will monitor and analyze public policy and legislation related to migration, prepare substantive input for OSCE Human Dimension meetings, and serve as the contact point for ODIHR on migration issues. Additionally, the officer will represent ODIHR at international events and propose areas for improvement in migration policies.

Required Qualifications:
Candidates must possess a second-level university degree in political science, sociology, international relations, law, human rights law, public policy, or a related field. A first-level university degree combined with two additional years of relevant experience will also be accepted. A minimum of five years of professional-level experience in a government, international organization, or NGO is required, with at least three years focused on migration and freedom of movement issues. Candidates should have extensive experience in program development and project management, as well as strong analytical and drafting skills.

Educational Background:
A second-level university degree is required for this position, with a focus on fields such as political science, sociology, international relations, law, or public policy. A first-level university degree may be accepted if combined with relevant experience. The educational background should provide a solid foundation for understanding the complexities of migration and human rights issues.

Experience:
The position requires a minimum of five years of professional experience, with at least three years specifically related to migration and freedom of movement. Candidates should have experience working in a government, international organization, or NGO, and should demonstrate a strong understanding of migration policies and practices. Experience in program development and project management is essential, as well as the ability to think strategically and design impactful activities.

Languages:
Excellent knowledge of English is mandatory for this position. Knowledge of other OSCE languages, particularly Russian, is considered an asset. Candidates should be able to communicate effectively in both written and spoken forms, as the role involves drafting reports and interacting with high-level officials.

Additional Notes:
The position is a fixed-term contract at the professional level (P3) with a full-time schedule. The monthly remuneration is approximately EUR 7,100, and OSCE salaries are exempt from taxation in Poland. Social benefits include participation in the Cigna medical insurance scheme and contributions to the OSCE Provident Fund. The maximum period of service in this post is seven years, and the mandatory retirement age is 65 years.
