The OSCE has 57 participating States and operates in various fields including security, human rights, and economic cooperation. The Office for Democratic Institutions and Human Rights (ODIHR) is a key institution within the OSCE, focusing on the human dimension of security, particularly in the areas of election observation, human rights, and the rule of law. The ODIHR is committed to addressing hate crimes and promoting tolerance and non-discrimination across its member states, providing assistance and guidance to participating States in implementing their commitments in these areas.

Job Overview:
The Hate Crime Officer position is crucial for the implementation of the OSCE's mandate in addressing hate crimes. The incumbent will serve as the main point of contact for participating States, OSCE Field Operations, civil society, and intergovernmental organizations regarding hate crime issues. The role involves analyzing submissions related to hate crimes, collaborating with external experts, and ensuring that the annual Hate Crime Report accurately reflects the contributions from various stakeholders. The officer will also be responsible for proposing activities to assist participating States based on the findings of the Hate Crime Report, delivering training sessions for government officials and other stakeholders, and coordinating with National Points of Contact on Hate Crime across the OSCE region. This position requires a strategic approach to prevent and respond to hate crimes, making it integral to the ODIHR's efforts in promoting human rights and democratic values.

Duties and Responsibilities:
The incumbent will be responsible for a range of duties including:
  • Providing legislative and policy assistance to participating States in the area of hate crime.
  • Monitoring and analyzing hate crimes throughout the OSCE region to identify trends and areas of concern.
  • Developing and implementing capacity-building programs specifically for police, prosecutors, and judges to enhance their response to hate crimes.
  • Leading the preparation of the ODIHR’s annual Hate Crime Report in collaboration with the other Hate Crime Officer, ensuring its successful launch and dissemination.
  • Advising on TND strategy regarding hate crime and proposing new areas of work to enhance ODIHR's impact.
  • Assisting in the development of publications and toolkits related to hate crimes to support participating States.
  • Ensuring effective coordination with relevant actors and contributing to international policy discussions on hate crime.
  • Representing ODIHR in expert discussions, conferences, and working groups focused on hate crimes.
  • Performing other related duties as assigned by the Deputy Head of the Tolerance and Non-Discrimination Department.

Required Qualifications:
Candidates must possess a first-level university degree in international relations, political science, social sciences, law, or other relevant disciplines related to human rights. A minimum of six years of progressively responsible experience in the human rights field at an international level is required. Candidates should have a strong understanding of hate crime issues, practical experience in monitoring and reporting on hate-motivated incidents, and familiarity with methodologies for hate crime data collection. Excellent drafting skills and knowledge of UN, Council of Europe, EU, and OSCE human rights standards are essential. Experience in project design, implementation, monitoring, and evaluation is also required, along with training experience. Candidates should demonstrate the ability to work under pressure, meet deadlines, and possess strong analytical and organizational skills.

Educational Background:
The educational requirement for this position is a first-level university degree, which can be in fields such as international relations, political science, social sciences, law, or other disciplines that are relevant to human rights. This educational background is essential to ensure that the candidate has a solid foundation in the principles and practices related to human rights and hate crime issues.

Experience:
Candidates should have at least six years of progressively responsible experience in the human rights field at an international level. This experience should include practical knowledge of hate crime issues, monitoring and reporting on hate-motivated incidents, and familiarity with methodologies for hate crime data collection. Field experience or experience with international organizations is desirable, as it will enhance the candidate's ability to navigate the complexities of working in a multinational environment.

Languages:
Excellent knowledge of English with strong drafting skills is mandatory for this position. Knowledge of another OSCE language is considered desirable, as it would facilitate communication and collaboration with a broader range of stakeholders across the OSCE region.

Additional Notes:
This position is classified as an international secondment, and candidates must be nominated by their respective participating States. The contract type is fixed-term, and the position is full-time. The target start date is as soon as possible, and the position is based in Warsaw at the Office for Democratic Institutions and Human Rights (ODIHR). Candidates should be aware that the OSCE does not request payment at any stage of the application process and that the organization is committed to diversity and inclusion within its workforce.
