Job Overview: The Emergency Preparedness and Response Officer will play a crucial role in the EPR team, reporting to the Head of Programme. The primary function of this position is to manage preparedness and anticipatory actions for the upcoming 2025 Hurricane Season in Honduras. The officer will be responsible for advising the EPR team on strategies, early warning systems, response planning, and implementation. This role requires close collaboration with field offices, UN agencies, humanitarian partners, and other stakeholders to ensure a coordinated response to emergencies. The officer will also focus on integrating protection, gender, inclusion, and nutrition issues throughout the program cycle, while strengthening the linkages between anticipatory actions and shock-responsive social protection. The position demands a strategic mindset to advise on the preparation of strategies and the integration of various projects under the EPR and Social Protection teams.
Duties and Responsibilities: The duties and responsibilities of the Emergency Preparedness and Response Officer include:
Supporting the coordination and implementation of the Emergency Preparedness and Response Package (EPRP) for WFP Honduras, including designing checklists and SOPs for emergency response.
Contributing to emergency assessment capacities, contingency planning, stakeholder training, scenario building, and developing a Concept of Operations for operational readiness.
Establishing a weather monitoring protocol and providing timely national and international early warning updates.
Creating a framework for anticipatory actions and shock-responsive social protection.
Designing and implementing preparedness and anticipatory action plans, including budget management and partner management.
Conducting cross-functional analysis related to humanitarian access, gender, and protection to inform emergency preparedness.
Coordinating with various technical areas to ensure coherent and efficient emergency preparedness and response.
Advising on the operationalization of a multi-dimensional approach to humanitarian access.
Monitoring humanitarian and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security trends to identify risks and strategies for preparedness. 1
Supporting the mobilization of WFP resources for effective emergency preparedness and response. 1
Identifying technological tools to enhance emergency preparedness and response effectiveness. 1
Disseminating WFP’s emergency guidance and protocols. 1
Developing EPR capacity diagnostics and preparing training sessions for staff.
Required Qualifications: The required qualifications for this position include:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Food Security, Social Sciences, or a related field. Alternatively, a First University Degree with additional relevant work experience and/or training may be accepted.
Deep technical knowledge gained through exposure to technical teams.
Leadership experience in designing and implementing emergency preparedness and response programs.
Experience in policy discussions and decision-making processes.
A minimum of three to four years of professional experience in emergency preparedness, response, and/or anticipatory actions within the humanitarian sector.
A proven track record of operationally preparing for and responding to emergencies on behalf of a humanitarian organization.
Experience in capacity strengthening with governments and partners, leading training and projects.
Educational Background: Candidates must possess an Advanced University degree in relevant fields such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Food Security, or Social Sciences. Alternatively, a First University Degree with additional years of related work experience and/or training may be considered sufficient.
Experience: The position requires a minimum of three to four years of professional experience in emergency preparedness, response, and/or anticipatory actions within the humanitarian system. Candidates should have a demonstrable track record of operationally preparing for and responding to emergencies on behalf of a humanitarian organization, as well as experience in supporting governments to prepare for or respond to emergencies.
Languages: Fluency in Spanish (level C) and English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
