Job Overview:
The Administrative Officer position at the World Bank Country Office in Ethiopia is a pivotal role that supports the Bank’s administrative functions at the Addis Ababa duty location. The selected candidate will be responsible for overseeing the day-to-day operations of outsourced administrative services, ensuring a smooth internal administration environment, and interacting with various departments such as Resource Management, Corporate Real Estate, and Human Resources. This role requires a high level of innovation and the ability to navigate internal processes efficiently. The Administrative Officer will also provide mentoring and guidance to junior staff, ensuring that the office operates effectively and meets its administrative needs. The position is critical for maintaining the quality of work and supporting the overall performance of the Bank in Ethiopia.

Duties and Responsibilities:
The duties and responsibilities of the Administrative Officer include:
  • General Administration: Overseeing day-to-day operations of outsourced administrative services, ensuring efficient internal administration, supervising mail room and courier services, implementing automation of mail room services, and advising staff on administrative policies.
  • Managing the Administrative Team: Supervising country office drivers, managing contracts and short-term staff, instituting quality control measures, and promoting teamwork within the administrative group.
  • Administrative Procurement: Contributing to the Admin Procurement Committee, providing inputs to procurement plans, and ensuring quality control of services delivered by administration service providers.
  • Facilities Management: Collaborating with Corporate Real Estate to manage and maintain the WBG building and participating in office aesthetics efforts.
  • Transportation Management: Managing office transportation policies, implementing contracted transport services, and ensuring competitive car insurance coverage.
  • Events Management: Leading administrative support for major events and providing timely information to visiting missions.

Required Qualifications:
The position requires a Bachelor’s degree, preferably in business administration or a related field. Candidates must have knowledge of general software applications such as SAP, MS Outlook, Word, Excel, and PowerPoint. Fluency in English is mandatory, and candidates should possess strong interpersonal skills, the ability to lead and supervise diverse resources, and a thorough understanding of the World Bank's policies and procedures. Candidates should also demonstrate strong communication skills and the ability to work effectively in a matrix management environment.

Educational Background:
A Bachelor’s degree in business administration or a related field is required for this position. This educational background provides the necessary foundation for understanding the administrative functions and responsibilities associated with the role.

Experience:
Candidates must have at least 5 years of experience in the Administration/Resource Management area, with a minimum of 3 years in a supervisory capacity. This experience should be acquired in a large international organization or a large national or multinational corporation, demonstrating the ability to manage diverse teams and complex administrative tasks effectively.

Languages:
Fluency in English is mandatory for this position. While no additional languages are specified as preferred, proficiency in other languages may be beneficial in a multicultural environment.

The position is a local recruitment opportunity with a term duration of 3 years. The selected candidate will be offered a 2-year term appointment if they are not a current Bank Group staff member with a Regular or Open-Ended appointment.
