Job Overview:
The Head of the Secretariat of the Rising Nations Initiative (RNI) is responsible for managing the RNI project team and coordinating the implementation of its projects. This role includes acting as the fund manager for the RNI Fund and serving as the secretariat to its Board. The incumbent will develop and advance strategies to mobilize global support for the RNI's objectives, particularly in addressing the existential threat of sea-level rise. The position requires engaging with senior officials from various stakeholders, including governments and international organizations, to facilitate partnerships and raise the profile of the RNI through public appearances and participation in high-level meetings. The role also involves providing leadership to the RNI secretariat, ensuring adherence to UNOPS policies, and fostering a positive work environment.

Duties and Responsibilities:
The duties and responsibilities of the Head of the Secretariat include designing and advancing strategies for mobilizing global support for the RNI, coordinating communications among partners, leading engagement with UN Member States, and raising the profile of the RNI through public appearances. The incumbent will provide leadership to the secretariat, manage staff recruitment and development, and ensure operational structures align with UNOPS policies. Additionally, the role involves providing expert advice on project outputs, overseeing project management activities, establishing annual work plans, and directing the organization of RNI activities. The Head of the Secretariat will also advise on communication efforts to clarify the RNI's objectives and oversee outreach materials to build global momentum for the initiative.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree) in International Relations, Public Policy, or a related field, with ten years of relevant experience, or a first-level university degree with twelve years of relevant experience. Required work experience includes professional experience in program/project management or strategy, managing a multi-partner fund, and building relationships with Member States and non-State actors. Desired experience includes coalition building in climate or sustainable development, intergovernmental processes, and proficiency in climate and economic analytical tools. Candidates should also have experience in synthesizing and communicating technical findings to diverse audiences and providing strategic advice to senior principals.

Educational Background:
An advanced university degree (Master’s degree) in International Relations, Public Policy, or a related field is required. Alternatively, a first-level university degree (bachelor's degree) is acceptable if accompanied by additional relevant experience. The educational background should align with the responsibilities of the position, emphasizing the importance of understanding international relations and public policy in the context of climate change and sustainable development.

Experience:
The position requires a minimum of ten years of relevant experience for candidates with a Master's degree, or twelve years for those with a bachelor's degree. Relevant experience is defined as professional experience in program/project management or strategy, with a strong emphasis on managing multi-partner funds and engaging with various stakeholders to advance policy objectives. Candidates should demonstrate a track record of effective leadership and management in complex environments, particularly in relation to climate and sustainable development initiatives.

Languages:
Fluency in English (reading, writing, speaking) is required. Knowledge of another official UN language is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse international environment.
