Job Overview: The Technical Consultant will provide expert technical and operational guidance to support the successful field piloting of the Screening and Referral Toolkit (the Toolkit) in two international airports in Bali Process Member States. The Toolkit is a mobile-based tool designed to assist frontline border officials in identifying and referring vulnerable migrants and victims of trafficking to appropriate procedures. The consultant will ensure the Toolkit is adapted, deployed, and evaluated in real-world operational settings, with a pilot spanning approximately 11 months. This includes site assessments, digital adaptation, training delivery, deployment oversight, and evaluation. The pilot will follow a phased rollout, starting with Pilot A in one selected site, which will include field validation of the Toolkit, officer training, deployment of the app, and monitoring of its use to gather early feedback. Insights from Pilot A will inform adjustments for Pilot B, which will follow a similar process in a second site. The consultant will also provide ongoing support throughout the implementation period, ensuring the Toolkit aligns with national protocols and supports frontline officials in a manner that respects human rights and dignity.
Duties and Responsibilities: The consultant will be responsible for conducting operational assessments and site preparations, including assisting in bilateral meetings with target countries, conducting onsite assessments, drafting country-specific implementation plans, and establishing site-specific working groups. The consultant will also implement Pilot A, which includes updating training materials, delivering training, providing technical support, monitoring usage, and gathering feedback. Following this, the consultant will implement Pilot B, assessing suitability, field-validating the Toolkit, and delivering training. Finally, the consultant will document implementation experiences, draft a final report with recommendations for potential scale-up, and support during the regional workshop to present final evaluation findings to stakeholders. The consultant will ensure the Toolkit is appropriately adapted, implemented, and evaluated in two international airports, supporting Toolkit customization, stakeholder liaison, user training, and technical troubleshooting.
Required Qualifications: The position requires a bachelor's degree in any subject, with equivalent professional experience considered in lieu of formal academic qualifications. At least 7 years of professional experience in border control and/or immigration operations at international airports is essential, ideally in the Asia Pacific region. The candidate should have demonstrated experience with traveller screening, inter-agency referral systems, and the use of technology at ports of entry. Experience in protection-sensitive border management, particularly regarding vulnerable individuals, is crucial. Familiarity with mobile application deployment and/or digital tools in law enforcement or border settings is a strong asset. Strong understanding of traveller assessment protocols and operational requirements at international ports of entry is necessary, along with excellent communication and stakeholder engagement skills.
Educational Background: A bachelor's degree in any subject is required. Equivalent professional experience may be considered in lieu of formal academic qualifications, indicating that practical experience in relevant fields can substitute for formal education.
Experience: Candidates must have at least 7 years of professional experience in border control and/or immigration operations at international airports, ideally within the Asia Pacific region. This experience should include demonstrated involvement with traveller screening, inter-agency referral systems, and the use of technology at ports of entry. Additionally, candidates should have experience in protection-sensitive border management, particularly in relation to vulnerable individuals such as victims of trafficking, asylum seekers, and unaccompanied children. Familiarity with mobile application deployment and/or digital tools in law enforcement or border settings is also a strong asset.
Languages: Fluency in English (oral and written) is required. Desirable languages include fluency in official languages across Bali Process Member States, with Southeast Asian languages such as Indonesian, Burmese, Thai, and Malay being beneficial but not essential.
Additional Notes: This is a home-based consultancy with periodic travel to the RSO in Bangkok and selected pilot airport sites in Bali Process Member States. The consultant is not required to be based in Bangkok but must be available for occasional in-person meetings and training workshops. The consultancy is deliverable-based, capped at a maximum of 130 working days, with the contract ending on 30 June 202
Payment will be made upon completion of deliverables, and the consultant will receive a Daily Subsistence Allowance (DSA) during travel. The position is open to both internal and external candidates.
