Job Overview:
The Carbon Markets and Article 6 Consultant for Panama will collaborate with the Climate Ambition and Transparency Team to enhance understanding of Article 6 of the Paris Agreement in Panama through a regional approach. The consultant will actively engage with stakeholders from participating countries to meet institutional, technical, and operational requirements for establishing or participating in carbon markets. This role is crucial for supporting countries in achieving their Nationally Determined Contributions (NDCs) and fostering increased ambition and cooperation among parties under the Paris Agreement. The consultant will work under the supervision of UNEP’s Programme Management Officer for Energy Efficiency of the Climate Change Unit for Latin America and the Caribbean Office, focusing on various activities aimed at improving carbon market frameworks and stakeholder engagement.

Duties and Responsibilities:
The consultant will perform several key activities, including providing technical input and revisions to regional guides on baselines, emissions projections, and carbon budgets, as well as Panama's roadmap for carbon market implementation. They will facilitate stakeholder participation in knowledge exchange events and capacity-building workshops, ensuring that local needs and challenges are addressed. The consultant will also gather information from public institutions to develop a registry for Article 6 implementation, provide technical expertise for guidance documents, and support the identification and assessment of bankable private sector projects. Monthly reports detailing feedback and progress will be required, along with active collaboration with consulting firms and local stakeholders.

Required Qualifications:
Candidates must possess a Bachelor's degree in law, environmental sciences, economics, finance, administration, political science, international relations, or a related field. A Master's degree in relevant areas is desirable. Professional experience of at least four years in environmental policy, climate change, or related fields is required, with two years of stakeholder engagement in public institutions being desirable. Knowledge of carbon markets and Article 6 is also preferred. Candidates should demonstrate professionalism, teamwork, and planning and organizing skills, along with a strong understanding of climate change issues.

Educational Background:
A Bachelor's degree in law, environmental sciences, economics, finance, administration, political science, international relations, or a related field is required. A Master's degree in environmental sciences, climate change policy, carbon markets, or related fields is desirable, indicating a higher level of expertise and understanding of the subject matter.

Experience:
The position requires a minimum of four years of professional experience in environmental policy, climate change, environmental sciences, or related fields. Additionally, two years of experience in stakeholder engagement within public institutions is desirable, showcasing the candidate's ability to work effectively with various stakeholders and navigate institutional frameworks.

Languages:
Fluency in Spanish is required for effective communication with local stakeholders and institutions. A confident level of English is desirable, enabling the consultant to engage with international partners and resources effectively.

Additional Notes:
The consultant will be based at the Ministry of Environment of Panama, working part-time for 20 hours per week from Monday to Friday. The expected duration of the consultancy is 5 months and 11 days. The position is part-time, and the consultant will be expected to deliver reports and participate in meetings as required. The United Nations does not charge a fee at any stage of the recruitment process.
