Job Overview: The Digital Impact Consultant will play a crucial role in strengthening the digital impact ecosystem across UNRWA by implementing digital skills, upskilling, innovation, and digital employment initiatives. The consultant is expected to deliver high-quality program documentation, including concept notes, work plans, monitoring frameworks, KPIs, dashboards, analytical reports, and partnership briefs. The position requires establishing and strengthening partnerships with private sector entities, academic institutions, innovation hubs, donors, and digital employment platforms to expand digital livelihoods opportunities. The consultant will also improve coordination between HQ, Field Offices, and partners, ensuring alignment with DITID strategy and Agency priorities. Additionally, the consultant will enhance monitoring, reporting, and evidence generation on digital skills, innovation, and digital economy interventions, including lessons learned and scalability recommendations.
Duties and Responsibilities: The consultant's duties and responsibilities include:
Digital Impact Programme Management and Coordination: Supporting and coordinating the design, implementation, and monitoring of Digital Impact programmes across UNRWA fields, collaborating with senior leadership and stakeholders to ensure alignment with Agency goals, and overseeing programme work plans and resources.
Partnership Development and Stakeholder Engagement: Establishing and managing partnerships with universities, technology providers, innovation hubs, and private sector employers, engaging with local and global partners to support digital ecosystem development, and contributing technical inputs to donor proposals.
Digital Skills, Innovation, and Employment Pathways: Developing inclusive digital skilling pathways for youth and adults, supporting initiatives promoting digital freelancing and entrepreneurship, and identifying emerging digital technologies and labour market trends.
Monitoring, Evaluation, Reporting, and Evidence Generation: Developing monitoring frameworks and tools, analyzing data, preparing progress reports, and documenting lessons learned and best practices.
Team Support and Coordination: Supporting staff, consultants, and volunteers, coordinating with trainers and partners, and fostering collaboration across teams.
Other Duties: Performing other related duties as assigned by the supervisor in support of DITID objectives.
Required Qualifications: The position requires a university degree from an accredited educational institution in digital innovation, information technology, computer science, engineering, business administration, development studies, or a related discipline. Additionally, a minimum of 6 years of progressively responsible experience for a bachelor’s degree or a minimum of 5 years for a master’s degree in digital innovation, digital skills development, technology for development, or related areas is required. The candidate should have demonstrated experience in leading and implementing digital skilling and employment programmes, a proven track record in establishing partnerships, and experience in curriculum development and training design is an asset.
Educational Background: Candidates must possess a university degree from an accredited institution in fields such as digital innovation, information technology, computer science, engineering, business administration, development studies, or other related disciplines. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively manage and coordinate digital impact programmes.
Experience: The position requires a significant level of experience, specifically a minimum of 6 years for candidates with a bachelor's degree and at least 5 years for those with a master's degree. This experience should be progressively responsible and related to digital innovation, digital skills development, technology for development, or similar areas. Candidates should have a strong background in leading and implementing digital skilling and employment programmes, as well as experience in partnership management.
Languages: Fluency in both English and Arabic is required for this position, as these are the working languages of UNRWA. Proficiency in these languages is essential for effective communication and collaboration within the organization and with external partners.
Additional Notes: The consultancy is based in UNRWA HQ in Amman, Jordan, with a contract duration until the end of 2026, subject to satisfactory performance, continued need, and availability of funds. The selected candidate will receive a monthly remuneration equivalent to JOD 1,190.43 for each fully completed month. The role operates under the supervision of the Head of IT Partnerships, Innovation, and Programs Support Section within the Digital Impact, Technology and Innovation Department (DITID). It is important to note that the United Nations does not charge any fees at any stage of the recruitment process.
