Job Overview: The Monitoring and Reporting Consultant will play a crucial role in supporting the Ministry of Education (MoE) in Jordan by enhancing their capacity for monitoring and reporting on the Canadian sovereign loan related to the Transforming Technical Vocational Education and Training (TVET) project. This position is integral to the Technical Assistance (TA) programme, which aims to strengthen the TVET system in Jordan to better meet labor market demands and improve educational outcomes for youth. The consultant will provide technical support, develop reporting mechanisms, and facilitate communication between stakeholders. The role requires a proactive approach to capacity building within the MoE, ensuring that staff are equipped to effectively monitor and report on the progress of the loan and the associated educational reforms. The consultant will also be responsible for documenting successes and challenges, promoting best practices, and ensuring that the project aligns with UNESCO and donor guidelines.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including:
Providing technical support and capacity development to MoE staff in departments such as the Development Coordination Unit and TVET Department to enhance their monitoring and reporting functions.
Supporting the preparation of a reporting calendar for the implementation of the Canadian loan in coordination with Global Affairs Canada.
Contributing to the development of coordination mechanisms and communication channels to facilitate effective monitoring and reporting.
Preparing communication materials that highlight achievements related to the Canadian loan and the TA programme.
Promoting the use of standard operating procedures to improve workflow efficiency and clarity of roles.
Participating in relevant committees and working groups to ensure active engagement in discussions and outcomes.
Providing technical input for planning, implementation, monitoring, and reporting of activities under the TA programme.
Monitoring the implementation progress of the TA programme, identifying risks, and proposing mitigation measures.
Facilitating knowledge sharing and documentation of lessons learned. 1
Maintaining regular communication with the UNESCO Education team and contributing to effective teamwork.
Required Qualifications: Candidates must possess an advanced university degree (master’s or equivalent) in education, international development, social sciences, or a related field. Alternatively, candidates with a minimum of seven years of relevant professional experience in monitoring and evaluation, reporting, or education/development programmes may be considered in lieu of an advanced degree. Additionally, candidates should have at least five years of relevant professional experience in monitoring and evaluation, reporting, and coordination within the education sector, preferably in an international context. A sound understanding of results-based management principles is essential, along with strong analytical and problem-solving skills. Excellent communication and interpersonal skills are also required, as the consultant will interact with various stakeholders, including government counterparts and education institutions.
Educational Background: The position requires an advanced university degree (master’s or equivalent) in fields such as education, international development, social sciences, or a related area. Candidates with extensive professional experience in lieu of an advanced degree may also be considered. The educational background should ideally include training in monitoring and evaluation methodologies, as well as knowledge of the education sector and development practices.
Experience: Candidates should have a minimum of five years of relevant professional experience in monitoring and evaluation, reporting, and coordination within the education sector. Experience working at the national or sub-national level, particularly in international settings, is highly desirable. Familiarity with results-based management principles and practices is essential, as is the ability to manage multiple tasks and deliver results within specified timelines. Previous experience in the Jordanian education sector or with UNESCO is considered an asset.
Languages: Fluency in English and Arabic, both written and spoken, is mandatory for this position. Candidates should possess excellent communication skills in both languages to effectively engage with stakeholders and produce high-quality reports and documentation. Knowledge of additional languages may be considered an advantage, but English and Arabic are the primary languages required for this role.
Additional Notes: The contract duration for this position is seven months, with availability required from May 2026 to December 2026 at the duty station in Amman. The consultant will be expected to submit monthly technical reports detailing progress, challenges, and lessons learned, along with an updated work plan.
