Job Overview: The TVET Implementation and Operational Coordination Consultant will play a crucial role in supporting UNESCO's Education Unit in Jordan, particularly in the implementation of the Transforming Technical and Vocational Education and Training (TVET) project. This position requires a comprehensive understanding of project coordination, operational support, and capacity development within the context of education reform. The consultant will be responsible for ensuring that project activities are executed effectively and in alignment with UNESCO's procedures and objectives. The role involves close collaboration with the Ministry of Education (MoE) and various stakeholders to enhance the quality and accessibility of technical vocational education in Jordan. The consultant will also be tasked with monitoring project progress, identifying challenges, and proposing solutions to ensure timely delivery of project outcomes. This position is essential for fostering a resilient and responsive education system that meets the needs of all students, particularly in light of the ongoing reforms in the TVET sector.
Duties and Responsibilities: The consultant will have a wide range of duties and responsibilities, including but not limited to: providing operational, coordination, and implementation support to the UNESCO Education Unit; ensuring timely and effective coordination of project activities; developing and maintaining implementation follow-up tools such as activity trackers and action matrices; monitoring progress against workplans and identifying risks or delays; facilitating structured coordination with the MoE and other stakeholders; preparing meeting agendas, summaries, and follow-up documents; providing operational advice for workshops and consultations; supporting the delivery of project activities in line with UNESCO procedures; and maintaining professional communication with all partners involved in the project. The consultant will also be responsible for preparing monthly technical reports detailing progress, challenges, and recommendations for future actions.
Required Qualifications: Candidates must possess a Bachelor’s degree in education, social sciences, business administration, public administration, development studies, or a related field. Additionally, they should have a minimum of five years of progressively relevant professional experience in project coordination, implementation support, or operational support. Relevant experience in education, TVET, or donor-funded development programs is essential. Candidates should demonstrate strong organizational skills, proficiency in MS Office applications, and the ability to manage multiple tasks efficiently. Excellent communication skills in both Arabic and English are required, along with the ability to work effectively in a multicultural environment and maintain professional relationships with various stakeholders.
Educational Background: A Bachelor’s degree in a relevant field such as education, social sciences, business administration, public administration, or development studies is required. Advanced university studies or additional training in project management, education, or related fields would be considered an asset. Candidates with previous experience in education or TVET, particularly within the context of international organizations or NGOs, will have an advantage.
Experience: The position requires a minimum of five years of relevant professional experience, particularly in project coordination and implementation support. Candidates should have demonstrated experience in organizing meetings, workshops, and consultations, as well as in preparing documentation and maintaining organized project records. Experience in coordinating with government counterparts and multiple stakeholders is also essential, particularly in the context of education or development projects.
Languages: Fluency in both Arabic and English is mandatory, with strong oral and written communication skills in both languages. Native Arabic speakers are preferred, and proficiency in English is essential for documentation and reporting purposes. Candidates who possess additional language skills may have an advantage in the selection process.
Additional Notes: The contract duration for this position is 10 months, with availability required from May 2026 to March 2027 at the duty station in Amman. The consultant will be expected to submit monthly technical reports to the UNESCO Jordan Office, detailing progress, challenges, and lessons learned.
