Job Overview:
The consultant will be tasked with conducting a thorough technical and participatory review of the draft National Health Strategy (NHS) for Jordan. This role is critical in ensuring that the NHS is not only comprehensive and inclusive but also aligns with both national development priorities and global health commitments. The consultant will engage in a structured participatory process to refine the NHS draft, ensuring it reflects stakeholder inputs and adheres to principles such as Universal Health Coverage (UHC) and Health in All Policies (HiAP). The consultant will also be responsible for developing a results framework and indicators to monitor the implementation of the strategy, thereby ensuring its effectiveness and sustainability. This position requires a high level of interaction with senior health authorities and stakeholders to facilitate consultations and gather feedback, which will be integrated into the final NHS document.

Duties and Responsibilities:
The consultant will perform several key objectives, including:
  • Reviewing and refining the draft NHS to ensure it aligns with WHO frameworks, Sustainable Development Goals (SDGs), and national policies. This includes ensuring strategic coherence, logical framework consistency, and the inclusion of essential health principles such as UHC and emergency preparedness.
  • Developing and implementing a stakeholder engagement plan to facilitate consultations with various stakeholders, including government institutions, civil society organizations, and the private sector. This will involve organizing focus group discussions, bilateral interviews, and validation meetings to gather comprehensive feedback.
  • Creating a results framework and indicators to monitor the NHS's implementation, including developing an implementation roadmap and governance mechanisms.
  • Finalizing the NHS document by editing it, adding an executive summary, and preparing a presentation deck for leadership endorsement. Deliverables will include an inception report, stakeholder consultation report, and the final NHS document in both Arabic and English.

Required Qualifications:
Candidates must possess a Master's degree in public health, health policy, planning and management, or related fields. Additionally, they should have at least 7 years of relevant professional experience in health policy and planning, with a proven track record in strategy development. Strong analytical skills, high-level communication abilities, and excellent report writing skills in both English and Arabic are essential for this role. The consultant should also demonstrate the ability to interact effectively with senior national health authorities and possess a robust understanding of health policy analysis and planning.

Educational Background:
The educational requirement for this position is a Master's degree in public health, health policy, planning and management, or a related field. This advanced degree is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the development and refinement of the National Health Strategy.

Experience:
The position requires a minimum of 7 years of relevant professional experience in health policy and planning. Candidates should have previous experience in developing health strategies and demonstrate a strong capacity for policy analysis and planning. This level of experience is crucial for the consultant to effectively navigate the complexities of health policy development and stakeholder engagement.

Languages:
Fluency in both English and Arabic is mandatory for this position, with an expert level of proficiency required in both languages. This is essential for effective communication with stakeholders and for the preparation of documents and reports in both languages. Additional language skills may be considered an asset but are not required.

The consultancy is expected to be conducted on-site in Amman, Jordan, over a planned timeline of 30 working days, starting from May 24, 2026, and ending on March 30, 202
  • The selected consultant will need to provide a medical certificate of fitness for work and is not expected to travel during the consultancy.
