Job Overview:
The Information Management Officer role is pivotal in supporting the country office's information management needs, facilitating the digital realization of strategic objectives, and promoting knowledge exchange. The incumbent will be involved in both the development and implementation of information management projects, training, and the adoption of digital products. The role also emphasizes advancing business intelligence and reporting initiatives. Under the direct supervision of the Senior ICT Associate and overall supervision of the Head of Resource Management, the successful candidate will coordinate closely with the Regional IMT Officer and relevant central ICT units to provide necessary information management and operations support in the Country Office. This includes assisting in the development and maintenance of data systems and analytics, contributing to data integrity, and generating insights for informed decision-making. The officer will also advise on the best use of technology and incorporate process improvements to optimize IOM operations, ensuring that security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security features are integrated into IM solutions developed at the mission level to meet IOM standards.

Duties and Responsibilities:
The duties and responsibilities of the Information Management Officer include:
  • Assisting in the development and maintenance of data systems and analytics to ensure data integrity and generate insights for decision-making.
  • Advising the mission on the optimal use of technology and incorporating process improvements to enhance IOM operations.
  • Implementing and adopting digital initiatives and solutions.
  • Incorporating information security features by design in IM solutions to meet IOM standards.
  • Collecting business requirements and preparing documentation to create efficient, scalable application designs.
  • Developing and maintaining low-code Microsoft Power Apps, Automate, and Power BI applications, portals, workflows, and services for business process automation.
  • Creating and maintaining reliable documentation, including SOP kits, to track software development portfolios.
  • Supporting the design and development of Kobo forms tailored to program needs, including form logic and validation rules.
  • Tracking existing mission applications and identifying opportunities for performance enhancement. 1
  • Participating in the piloting, testing, and implementation of innovative solutions. 1
  • Providing guidance and training to new staff to ensure their integration into the team and equip them with necessary skills for IM systems development and use.

Required Qualifications:
The required qualifications for the Information Management Officer position include:
  • A Bachelor's degree in computer science, Information Management, or a related field from an accredited institution, along with three years of relevant professional experience; or a completed High School degree with five years of relevant professional experience.
  • Microsoft Certified Power Apps Application Developer (PL100 or PL200, PL300) is desired.
  • Specialized formal training on IT systems, business software (Microsoft Office), and web-based applications or other relevant industry certifications is an advantage.
  • Accredited universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
Candidates must possess a Bachelor's degree in computer science, Information Management, or a related field from an accredited academic institution. Alternatively, a completed High School degree from an accredited institution is acceptable if accompanied by five years of relevant professional experience. Additional certifications such as Microsoft Certified Power Apps Application Developer (PL100 or PL200, PL300) are highly desirable, as well as specialized training in IT systems and business software.

Experience:
Candidates should have at least three years of experience in designing, creating, and configuring Microsoft SharePoint Online, as well as creating online applications and workflows using the Microsoft Power Platform, including Power Apps, Power BI, Power Pages, and Power Automate. Experience as a full-stack developer is considered an advantage, along with familiarity with Agile or Iterative Development methodologies.

Languages:
Fluency in English is required for all applicants, both oral and written. A working knowledge of Arabic and/or French is considered an advantage. IOM's official languages are English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Yemen will be considered. Any offer made to the candidate is contingent upon funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months. The appointment will be subject to certification of medical fitness, verification of residency, visa, and government authorizations where applicable.
