Job Overview:
The Technical Head of Programme plays a crucial role in implementing Humanity & Inclusion's mandate and strategy within their designated program. Reporting to the Programme Director, this position is responsible for driving the programmatic development of social missions within their technical scope. The Technical Head ensures that the quality and impact of the projects are optimized in alignment with the priorities defined in the Technical Strategies. This role involves managing a team of specialists, including Technical Field Specialists, Business Developers, and MEAL (Monitoring, Evaluation, Accountability, and Learning) professionals. The Technical Head is expected to embody HI's values, translate strategic objectives into operational goals, and lead necessary changes within the team. The position requires a proactive approach to program development, quality assurance, and external representation of HI's expertise.

Duties and Responsibilities:
  • Management: Embody HI's values daily and serve as a role model. Understand and communicate the strategy, translating it into operational objectives for the team. Organize operational management, structure work around identified processes, steer performance, and facilitate problem-solving. Contribute to employee development, fostering commitment and professionalism.
  • Strategy and Management: Propose the development of the programmatic framework based on sectoral analysis and align with the Emergency, Atlas, and Impact-Innovation-Information divisions. Ensure deployment of cross-cutting approaches and promote synergies within programming. Contribute to annual monitoring and planning of programs, ensuring MEAL integration.
  • Development of Social Mission: Define funding strategies for new themes, ensure development opportunities, and propose geographical expansion of HI sectors.
  • Quality Standards and Expertise: Monitor technical quality and relevance of activities, provide guidance to project managers, and ensure quality control. Follow up on recommendations from evaluations and audits, and collect good practices.
  • External Representation: Represent HI's expertise in relevant networks, support specialists in partnerships, and contribute to advocacy efforts.
  • Emergency Preparedness and Response: Lead emergency preparedness actions and reorganize team priorities during emergencies to ensure effective responses.

Required Qualifications:
Candidates must possess a master's degree in one of HI's technical sectors of intervention, international cooperation, or humanitarian development. A minimum of 5 years of experience in humanitarian development is required, with a focus on project management in multi or complex environments. Experience in one of HI's technical sectors of intervention is also essential. Candidates should demonstrate strong leadership skills, strategic thinking, and the ability to work collaboratively in a challenging context.

Educational Background:
A master's degree in a relevant field such as international cooperation, humanitarian development, or a technical sector related to HI's interventions is required. This educational background should provide a solid foundation for understanding the complexities of humanitarian work and the specific challenges faced in the field.

Experience:
The position requires a minimum of 5 years of experience in humanitarian development, particularly in project management. Candidates should have experience working in complex environments and demonstrate a track record of successfully managing projects within one of HI's technical sectors. This experience should include leadership roles and the ability to navigate the challenges of working in crisis-affected areas.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Arabic is highly desirable, given the context of the position in Yemen, and would greatly enhance communication with local stakeholders and beneficiaries. Additional languages relevant to the region may also be beneficial.

Additional Notes:
The position is based in Sanaa and Aden, Yemen, with expectations for travel between HI bases. The expatriate will reside in shared guesthouses equipped with safe rooms, and most work will be conducted in the office, with some opportunities for fieldwork. A curfew is in place for safety, and while the situation is relatively calm in Sanaa, security" style="border-bottom: 1px dotted #007bff !important;">security remains volatile in southern areas. The mission has established security protocols to ensure a safe working environment. The contract is for 1 year, starting as soon as possible, and includes social coverage, unemployment insurance for EU nationals, a pension scheme, medical coverage, and repatriation insurance. The salary starts at 2869€ gross per month, with additional benefits such as a per diem, hardship allowance, and travel cost coverage.
